To the young Pesach [1],
Greetings and blessings,
You have informed me that you will reach the age of bar mitzvah* on the coming 5 Iyar.
I hereby express to you my blessing that you be permeated with yiras Shamayim*, that you be a chassid* and a lamdan*. You will be filled with ardor to study the Torah while experiencing a deep yiras Shamayim*.

N.B.: It is known that there are two sources establishing that one is obligated to perform the mitzvos* at the age of thirteen [2]:
A) First, this is the view of Rashi*, in his commentary on tractate Nazir 29b: "The Torah calls a man one who is thirteen years old, as it is said: 'The two sons of Yaakov, Shimon and Levi, each man took his sword'" [3]. This is also the view of the Machzor Vitry, at the end of the fifth chapter of tractate Avos. The term "man" indeed denotes adulthood, as it is said: "Who has made you a man?" [4]. Consult the commentaries of Rashi* and Rabbeinu Bachya on that verse, which oppose that of the Midrash Shemos Rabbah, ad loc. It is also said: "You shall strengthen yourself and be a man" [5].
B) Furthermore, the Rosh, in his responsa, at the beginning of the sixteenth principle, says that this age is a halachah* transmitted to Moshe at Mount Sinai [6].
The choice of one or the other of these views has a bearing on a descendant of Noach [7]. According to the first conception, indeed, he will be obligated, at the age of thirteen, to fulfill his mitzvos* [8], whereas according to the second this will, of course, not be the case. Consult on this Rambam, Hilchos Melachim, ch. 9, par. 10, ch. 10, par. 2, and the responsa of the Chasam Sofer on Yoreh Deah, ch. 317.
For the second view, it is therefore a measure fixed by the Torah, whereas according to the first there is here only the recognition of a natural phenomenon, since, generally speaking, it is at the age of thirteen that one attains intellectual maturity.
In an allusive manner, one discovers here an ethical teaching. The verse "the two sons of Yaakov, Shimon and Levi, each man took his sword" indeed establishes that the criterion is intellectual maturity.
But this observation imposes a precaution. One must not think that a rational approach to the Torah and the mitzvos* is sufficient. Therefore, attention is here drawn to the following point:
See then what the sons of Yaakov did, and meditate! Each one took a sword, so that from the moment they were obligated to put the Torah and the mitzvos* into practice, they gave up their very own person [9].
The deeds of the fathers deliver an instruction to the children, at every bar mitzvah*, in any era. Such is the path enabling the fulfillment of the mitzvos*. One must not limit one's conduct in accordance with one's intellectual perception. One must first submit to the yoke of the Heavenly Kingship, and one will subsequently accept the yoke of the mitzvos*.

במענה על הודעתך אשר ביום ה' אייר הבע"ל הנך מגיע לגיל המצוות,
הנני בזה להביע ברכתי שתהי' ירא שמים חסיד ולמדן ותשקוד בלימוד התורה ביראת שמים.

נ"ב: ידוע דיש שתי דיעות במקור הדין דבן שלש עשרה למצות, א) דעת רש"י נזיר כט, ב) ד"ה ור' יוסי דבן י"ג מצינו שקראו הכתוב איש, כדכתיב ויקחו שני בני יעקב שמעון ולוי איש חרבו, וכן הוא במחזור וויטרי לאבות ספ"ה, והכוונה בזה דשם איש מורה על גדלות, וכמש"נ מי שמך לאיש (עיי"ש בפרש"י וברבינו בחיי, והוא דלא כמ"ש בשמו"ר שם) וחזקת והיית לאיש ועוד. ב) דעת הרא"ש (בשו"ת ריש כלל טז) שזהו בכלל שיעורין הלכה למשה מסיני.
וי"ל הנפ"מ בין שתי הדיעות, לענין דין בן נח, דלדיעה הראשונה גם בב"נ בן י"ג למצות דילי', משא"כ לדיעה השני', וכמובן (ויעויין רמב"ם הל' מלכים פ"ט יו"ד, פ"י ב, שו"ת חת"ס ליו"ד סשי"ז).
היינו דלדיעה השני' דזהו דין תור, אבל לדיעה הראשונה, כן הוא בטבע - עפ"י הרוב - דבן י"ג נעשה גדול בשכל ודיעה.
ויש לרמז ע"ד המוסר, שלכן בהראי' דחיוב במצות מהכתוב דויקחו וכו' איש - ראוי' אשר יסודה שעפ"י טעם ושכל צריך להיות כן.
הנה כתבו שובו בצדו, אשר אל יאמרו אשר די ומספיק לקיום תומ"צ הנהגה ע"פ טעם ודעת, ולכן מורים לו באצבע:
ראה והתבונן, מה עשו בני יעקב: ויקחו איש חרבו - תיכף ליוב במצות שלהם, התחילו בעבודה של מס"נ דוקא.
ומעשה אבות סימן לבנים, לכל בר מצוה שבכל דור ודור, אשר רק זוהי הדרך לקיום המצות, לא הנהגה מדודה ע"פ השכל, אלא תחלת הכל יקבל עליו עול מלכות שמים, ואח"כ יקבל עליו עול מצות.
