To the distinguished chassid* who fears Hashem and devotes himself
to the needs of the community, Rav Nissan,[1]

Greetings and blessings,

It is no doubt unnecessary to define at length what is well known and widely disseminated, the liberation of 12-13 Tammuz. It was on this date that my father-in-law, the Rebbe, was liberated.[2] This is not, in this case, a personal liberation, but rather that of the Torah, of the fear of Hashem, and of Yiddishkeit*.

During these auspicious days, one must gather all one's forces to disseminate Torah and to strengthen Yiddishkeit*, each one in the place where he resides, according to the conditions of the moment and of the place. Thus, even in the place where the situation of Torah and mitzvos* is the strongest, addition remains feasible, for the Torah and the mitzvos* "are longer than the earth." And in the place that is most distant, since a single Jew is found there, it is, without doubt, possible to act there to promote Torah and Yiddishkeit*.

You reside in a city where there are numerous Jews who fear Hashem, who put His Word into practice, and who therefore belong to the first category, as well as the simplest men, falling into the second category. You must therefore act in these two manners at one and the same time.

And you know the saying of my father-in-law, the Rebbe, according to which an effort is never in vain. May Hashem grant you success in all your personal concerns, as well as in your communal accomplishments.

שלום וברכה!

בטח למותר להאריך בהידוע ומפורסם ענין חג הגאולה של י"ב וי"ג תמוז, בו יצא - בשעתו - לחירות, כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, אשר הי' זה לא נצחון פרטי, אלא נצחון של תורה ויראת שמים ויהדות, וימי סגולה הם הימים האלה להשתדל בתוספת אומץ בהתעוררות דהפצת תורה והחזקת היהדות איש איש במקום מדורו, מתאים לתנאי הזמן והמקום. היינו שגם במקום החזק ביותר בעניני תורה ומצוה, בכל זה יש להוסיף בכמה וכמה ענינים שכיון שהתורה ומצוה ארוכה מארץ מדתה, וגם במקום הרחוק ביותר מתורה ומצוה, הנה כל זמן שנמצא שם אפילו יהודי אחד, הנה בלי שום ספק שביכולתו לפעול שם בעיני תורה ויהדות, ובפרט שכבודו נמצא בעיר בה דרים כמה וכמה יראים וחרדים לדבר ה' (מתאים לסוג הראשון) ובה נמצאים כמה וכמה פשוטים (מתאים לסוג השני הנ"ל) ובמילא יפעול שם בשני הדרכים, וידוע פתגם כ"ק מו"ח אדמו"ר, אשר חזקה לתעמולה שאינה חוזרת ריקם, והשי"ת יצליחו בעניניו הפרטים ויתן לו ג"כ הצלחה בענינים הכללים.
