Greetings and blessings,

A) I duly received the reports of the meetings of 6, 19, and 26 Menachem Av, as well as your letters of 22 and 29 Menachem Av, with what was joined to them. I have just also received a letter from the leadership of Yeshivas Lubavitch in Tel Aviv. I am very surprised to have no news of the matters which were sent from here. I do not know what one will have to respond here and how one will have to proceed in the future.

B) I will begin with the most important point, which is the following. The month of Elul has begun and one must now prepare for Tishrei. You will surely elaborate a detailed work program. You will distribute the roles and you will organize the work of each one, so that one comes to the aid of another and completes him.

In a general manner, the organization adopted in different places these last years holds in two facets. The first is an activity unfolding in many places, and the second is a regrouping in a single place so as to gather a numerous crowd.

The cooperation of the different responsible persons and of the representatives of all the institutions will surely permit organizing all this in the most efficacious manner.

C) Obviously, this in no way excludes the possibility of also intervening in other places, in addition to those where many persons are concentrated.

D) It seems to me that I have already responded to someone who was questioning me on this[1], in affirming that it is good to have a radio broadcast, if this is possible.

Obviously, one must first determine the content of this broadcast and, for this, constitute a committee of persons able to pronounce themselves on this subject.

E) Concerning the dissemination of Chassidus*, it does not seem to me that it belongs to Agudas Chassidei Chabad or to Tzeirei Agudas Chabad to delegate, in every place, salaried emissaries charged with encouraging those who reside locally.

In fact, one must designate, in each place, a man or a committee who will be able to direct the action at the local level and teach Chassidus* publicly. It is only in a quite exceptional manner that a person found in one city will be paid to go to another and make round trips, in order to put into practice there the program of action of Agudas Chassidei Chabad.

On the one hand, one will not be able, in acting in such a manner, to organize the activities belonging to the first facet, and one will have to content oneself with the second. Moreover, efficacy demands that one reside in the place where one carries out one's action. On certain occasions, more or less close together, one can, of course, bring an invited guest or a speaker from another place.

F) You ask me whether you may have printed[2], in a newspaper or a bulletin, unpublished notes and letters of my father-in-law, the Rebbe. Disorder will result from such an initiative, and one will neglect his maamarim* and his sichos*, which are printed. He himself asked that the publishing be centralized here. Indeed, it is possible, here, to examine the copies of his writings in a precise manner and to compare them to those found in other places.

One must therefore publish only texts already printed, and ask, beforehand, for authorization to do so. Indeed, there exist also subsequent versions of printed texts, without the first version having been suppressed.

G) If the repair of the mikveh* of Haifa costs you only one hundred or two hundred pounds, you can take it in charge. One can, nevertheless, ask oneself why a city like Haifa needs your help.

מאשר הנני בזה קבלת הפ"כ מוא"ו י"ט וכ"ו מנ"א ומכתביהם מכ"ב וכ"ט מנ"א והמצורפים אליהם, ועתה נתקבל גם מכתב מהנהלת ישיבת תו"ת בתל אביב, ופלא גדול שאין כל ידיעה מהתוצאות בקבלת המשלוח החפצים שנשלחו מכאן, ואיני יודע מה לענות כאן, וכן נוגע על להבא.

ב) ואתחיל בהנוגע עתה ביותר, והוא באשר נכנסו בחדש אלול, ובטח כבר בא הזמן להכנות הנחוצות לחדש תשרי, הנה בודאי יגשו לעבד תכנית של עבודה מפורטת, ולחלק הענינים, ולסדר העבודה בין כולם, באופן שיהי' סיוע והשלמה מאחד לחבירו, ובכלל, כפי שנהגו בכמה מקומות בשנים האחרונות, הנה מסדרים שני ענינים, אופן אחד, בריבוי מקומות, וגם אופן השני במקום אחד ובריבוי עם, ובטח, בהשתתפות ב"כ המקצועות והמוסדות כולם, יסדרו את הדבר באופן היותר מועיל.

ג) מובן מעצמו שאין בזה שלילה כלל וכלל של עבודה גם במקומות אחרים, מלבד אלו המקומות שנמצאים שם בכמות מרובה - כן ירבו -

ד) כמדומה שכבר כתבתי במענה על שאלת אחד, שאם יש אופן לשדר גם ברדיו, נכון הדבר, ופשוט אשר מתחלה צריכים לבחון את נוסח השדור ע"י ועד של איזה אנשים מתאימים לזה.

ה) בהנוגע להפצת דא"ח, הנה לדעתי אין זה מתפקידם של אגו"ח וצעירי אגו"ח להושיב בכל המקומות אנשים שלוחים ממרכזם ע"מ לקבל פרס ולעורר את האנשים המקומיים - בתמידות , אלא העיקר הוא - ההשתדלות למצוא בכל מקום ומקום איש (או ועד) שיקבל על עצמו הנהלת העבודה השייכת במקום זה, וכן לימוד חסידות ברבים וכו'. ורק במקום יוצא מן הכלל לגמרי, יש לשכור אנשים שיסעו ממקום אחד למקום שני, רצוא ושוב, ולפעול שם מתאים לתכנית פעולות אגו"ח (מלבד שלא יספיקו אמצעים לסדר העבודה הא', שלכן מוכרח לאחוז בסדר עבודה הב', אלא שגם טובת הענין דורשת שהפועל על אתר יהי' מי מתושבי המקום, ורק לפעמים, רחוקים או קרובים, יבוא ג"כ אורח או מעורר ממקום אחר).

ו) במענה על השאלה אם להדפיס, במכ"ע או ביולעטין וכיו"ב, איזה רשימות ומכתבים מכ"ק מו"ח אדמו"ר שלא נדפסו עד עתה, הנה זה יכניס בלבול וגם אי דייקנות בההוצאה לאור של מאמרי ושיחות וכו' של כ"ק מו"ח אדמו"ר, ולכן על פי הוראתו נתרכז זה בכאן, כיון שבפה אפשר לבדוק יותר בדיוק את ההעתקות ולהשוות להנמצא במקומות אחרים וכו' ולכן יש לחשוב רק ע"ד ענינים כאלו שכבר נדפסו, וגם בזה לשאול מקודם, כיון שגם בנדפסים נמצאים בהם ענינים שהיתה בהם משנה אחרונה, אף שמשנה ראשונה לא זזה ממקומה.

ז) אם תיקון המקוה בחיפה הוא בערך ק'-ר' ל"י על חשבונם אולי כדאי לעשות זה, אף שבכלל צ"ע שבעיר כחיפה זקוקים לעזרתם?!...
