To the distinguished chassid* who fears Hashem and devotes

himself to communal needs, has a generous behavior,

is issued from an important family, Rav Sh.Z.[1],

Greetings and blessings,

I duly received your telegram, wishing me a good year, and I thank you for it. I was also satisfied to receive your greetings, through the intermediary of my representative, the director of the bureau of aid to refugees[2], the great Rav, distinguished chassid* who fears Hashem and devotes himself to communal needs, Rav Binyamin Eliyahu Gorodetski.

To be frank, I must tell you that, after our discussion, I had good hope that the institutions in charge of these affairs would take in charge all the expenses relative to the construction necessary for the aliyah of the youth, in Kfar Chabad. Indeed, we all know the situation of the inhabitants of the Kfar, who do not have the means to support such expenses. Moreover, our coffer, here itself, accumulates debts. If one takes into account the particular vocation of the men of Chabad and the fact that it concerns for them a first experience, aiming to create a village imprinted with the spirit of this movement, these persons would have merited that one make them a gift of this construction.

It seems that you did not have the means to obtain such a result, and I therefore see myself constrained to give my agreement to the second part of the alternative which my proposal comprised. The institutions will therefore finance the totality of the expense, on the condition that I reimburse half of it subsequently[3].

In consequence, I have charged my representative, previously cited, Rav Gorodetski, in his capacity as director of the bureau of aid to refugees, to sign, in an official manner, the contract fixing the conditions, if such a document proves necessary. He will also have the latitude to negotiate these conditions, that is to say, to decide the modalities and the staggering of the reimbursements. I hope that in this matter, you will also fully grant your aid.

בתודה הנני לאשר קבלת המברק בברכת השנה וכו', וכן נהניתי לקבל פ"ש מכבודו על ידי בא-כחי מנהל לשכת הפליטים הרה"ג והרה"ח וו"ח אי"א עוסק בצרכי ציבור וכו' מוהר"ר בנימין אלי' שי' גורודצקי.

ואף כי מוכרחני להגיד האמת שאחרי שיחתנו בכל זה היתה תקותי שהמוסדות המתאימים יקחו על עצמם את כל הוצאות הבנין לעלית הנוער בכפר חב"ד, כיון שידוע לכלנו מצב אנשי הכפר שאין ביכלתם לשאת בעול זה, וגם הקופה כאן עמוסה חובות, ובשים לב להחומר המיוחד שמהוים אנשי חב"ד וזהו הנסיון הראשון לייסד מושב ברוחם ובאפים, וראויים היו למתנה שיתנו להם בנין,

אבל כיון שכנראה לא הי' בידו לפעול זה, מוכרחני להסכים על האופן השני שבהצעתי, היינו שהמוסדות יתנו לע"ע את כל ההוצאה ובתנאי שאחזיר מחציתה במשך הזמן. ומילאתי את ידי בא כוחי הנ"ל, הרב גורודצקי שי', בתור מנהל לשכת הפליטים, לחתום באופן רשמי על חוזה מתאים לתנאים אם דרוש חוזה כזה, וכן להתדבר על דבר פרטי התנאים, היינו אופני התשלומים וזמניהם. אקוה אשר גם בזה יתן כבודו את עזרתו במילואה.
