By the grace of Hashem,

To our Rebbeim, the great rabbanim*, rendering judgment, each

for his community, the communal leaders charged with

strengthening Torah* and Jewish practice in the spirit of the Tradition,

all our brethren, the children of Israel, who cherish Torah* and

mitzvah*, in every place where they find themselves, upon whom

Hashem will bestow long life,

With ample greetings and blessings,

I hereby entrust to the great Rav, distinguished chassid* who fears Hashem, devotes himself to communal needs scrupulously and serves faithfully, Rav Eliyahu Simpson, the mission of visiting the places where our Jewish brethren reside, in order to convey to them my regards and to receive theirs, to learn the situation of each city, in regard to Yiddishkeit*, the institutions of Torah*, and the schools.

Rav Simpson will also indicate everything that may be improved and strengthened, in the spirit of the Tradition. Finally, he will explain the situation of our institutions in this country, in our Holy Land, in Europe, and in Africa.

Commenting on the verse "I sleep, but my heart is awake," our Sages explain that even during the period of galus*, the heart of Israel is awake for any positive initiative. Now, nothing is good but Torah*, mitzvos*, and constructive accomplishments.

Doubtless you will come to his aid, so that he may successfully carry out the mission entrusted to him and strengthen our institutions in the previously cited places.

May Hashem grant each of us to fully assume the mission entrusted to him here below, by illuminating his surroundings — the part of the world allotted to him — with the light and luminary of the love of Hashem, the love of Torah*, and the love of one's fellow.

בזה הנני ממלא את ידו של הרה"ג והרה"ח הוו"ח אי"א נו"מ עוסק בצרכי צבור באמונה ונאמן בית מוהר"ר אלי' שי' סימפסאן, אשר יבקר את מושבות אחב"י יחיו, למסור להם פרישת ודרישת שלום בשמי ולהביא מהם פ"ש, להודע על מצב היהדות ומעמד מוסדות התורה והחינוך במחנם הט', ולעורר על דבר הדורש תיקון וחיזוק מתאים לרוח ישראל סבא, וכן לבאר מצב מוסדותינו במדינה זו, בארצינו הקדושה ת"ו, באירופא ואפריקא.

ונשען על הכתוב אני ישנה ולבי ער, ועל פי דרז"ל אשר אף בגלותא לב ישראל ער הוא לכל דבר טוב, ואין טוב אלא תורה מצות ומעשים טובים, הנה בודאי יסייעו בידו למלאות דבר השליחות בפועל, וכן בהנוגע לחיזוק מוסדותינו במקומות הנ"ל.

והשי"ת יזכה את כל אחד מאתנו כולנו, למלאות תפקידו בעלמא דין על ידי שיאיר את סביבתו וחלקו בעולם באור ומאור אהבת השם אהבת התורה ואהבת ישראל.
