By the grace of Hashem,

To the directors of the Reshes*[1] in the Holy Land,

upon whom Hashem will bestow long life,

Greetings and blessings,

A) I have already said that, in my opinion, you must apply yourselves to the task, even if it is relatively undeveloped, provided that it gains you a good reputation and renown.

In fact, financial means are limited, as is the number of male and female teachers. One must therefore avoid dispersing oneself, even superficially, among activities without connection to one another.

Consequently, you speak in your letter of founding kindergartens and a boarding school. You will therefore content yourself with conducting an inquiry on this subject, or further with preparing the action up to a certain point. Then, if it suits Chabad, you will transmit it to the corresponding institution.

Obviously, you may dialogue with this institution or even belong to its direction. On the other hand, such an action does not concern the Reshes*[1] and its activities.

B) If kindergartens can function in collaboration with the elementary schools, and if you possess the human and financial means necessary to direct them, you will need to envisage such creations in every place where they prove necessary.

Nevertheless, it will be so only if you cannot do otherwise.

C) I was extremely satisfied that you instituted, according to the expression of your letter, "days of in-depth study"[2]. It would be good to find the time to organize another session.

Obviously, to increase the prestige of such an activity, it would be good to involve in it a larger number of chassidim* and friends, not only as listeners, but also as speakers and as directors.

D) Doubtless you will take advantage of the days of Chanukah*. Likewise, you will make the suitable preparations for 10 Shevat[3] and, of course, for Purim*.

On this occasion, you will explain to the children the history of these periods, and especially the concrete teaching that flows from them.

E) It is, of course, positive to institute the study of Sifreinu*[4], if there does not result from this a difference and separation between the knowledge of the students of the Reshes* and that of the students of other schools.

You tell me that it is impossible to procure Sifreinu* in the Holy Land. It would be good to calculate how much its printing on the spot would cost. You will also verify whether a particular authorization is necessary, in the case where the books would be sent to you from here, to which address and in what quantity such a shipment would be possible.

...ב) כבר כתבתי מאז, שלדעתי צריכים להתרכז בהעבודה, אף שלא תהי' בהתפשטות כ"כ, ובלבד שמה שיהי' יוכל לשמש דוגמא לתפארת ולשם. ובפרט שמצומצמים הן בהאמצעים הכספיים הן באנשים מורים ומורות וכו'. ובמילא מובן, אשר צריך להתרחק מפיזור הנפש במקצועות שונים, ואפילו מהתפשטות שטחית במקצוע זה גופא. מתאים להנ"ל - הנה ענין יסוד גני ילדים וכן יסוד פנימי' מה שמזכירים במכתבי', הרי התענינותם צריכה להיות רק בהחקירה ודרישה שבדבר, ואולי גם הכנה, במדה ידועה, אל עצם הפעולות, ואם מתאימות המה לחב"ד - צריכים למסור למוסד אחר המתאים לזה. מובן שבמוסד הזה יכולים גם להכנס, ואולי גם להיות מחברי ההנהלה, אבל בכל אופן לא נכנס זה בתכנית הרשת ופעולותי'...

ט) אם הגני ילדים יכולים להיות בהמשך ובהתאחדות גמורה עם החדרים שלהם, ויש להם מן המוכן הכחות המתאימים להנהלתם, וכן ההוצאה הדרושה לזה, הרי במקום שהוא מוכרח יש להתענין ולעשות בזה. אבל כ"ז רק הוראה בשעת הדחק.

י) נהניתי במאד מאד, ממה שסידרו - מה שקוראים במכתבם - ימי העיון ומהנכון הי' למצוא זמן מתאים ולסדר עוה"פ. ומובן אשר לתפארת הדבר כדאי הי' שישתתפו יותר מאנ"ש והידידים, ולא רק בתור שומעים, אלא גם מרצים ומנהיגים...

יג) בטח נצלו ימי החנוכה, וכן יעשו הכנות מתאימות ליו"ד שבט הבע"ל, ובפשיטות גם לפורים הבע"ל - להסביר את התלמידים פרשת ימים אלו, ובעיקר - מוסר השכל בהנוגע אל הפועל.

יד) בטח טוב להנהיג לימוד הספרנו, אם עי"ז לא יהי' שינוי ופירוד ביותר בידיעות תלמידי הרשת להידיעות של מוסדות אחרים. ומה שכותבים שאין להשיג הספרנו בארץ, הנה כדאי הי' להתענין ע"ד הוצאות הדפסתו שם, וכן להודע אם נצרך לזה רשיון מיוחד כשנרצה לשלחו מכאן, ועל איזה אדריסה ובאיזה כמות מותר לשלוח...
