To the great rav, distinguished chassid* who fears Hashem,

and devotes himself to communal needs,

Greetings and blessings,

A) I have just received your letter of 25 Shevat. It is quite clear that transferring one of our institutions from Morocco to Eretz Yisrael* without modifying it makes no sense. Moreover, I do not see the utility of gathering young people from outside, from other schools, and helping them to settle in Eretz Yisrael*. This is not the role of Lubavitch.

According to what I discussed with Mr. Kol[2], and such is, for the moment, my personal opinion, the students of our school who have had good results in a certain domain may, as a reward, benefit from our help and our intervention for their settlement in Eretz Yisrael*.

All this must be made known to the other students and to all the Jewish people of Morocco. By being a student of Ohalei Yosef Yitzchak* for a certain time, one receives the possibility, if this institution judges it good, of settling in Eretz Yisrael*.

In fact, Mr. Kol told me that the immigration of the elderly, incapable of working, has been interrupted. By contrast, parents of students will have the possibility of settling in Eretz Yisrael* for two years.

B) I wrote to Rav Ch.[3] to ask him to give matzah shemurah* to those who come to our aid in Morocco. He will surely show you my letter, and you will decide together what should be done in this matter.

I also asked him to publish regularly, in the newspapers and periodicals of Morocco, news presenting the achievements of Chabad* on the spot, or at least, more generally, Chassidus* and all that pertains to it. Here again, you will strive to find a means so that these publications and this dissemination be carried out in the most adapted manner.

C) I learned recently that there functioned in Morocco, for a certain time, an association called Dovev Sifsei Yesheinim[4]. This one published numerous seforim*. It would be good for you to send a copy of each of them here, free of charge.

I do not know whether it is preferable that you handle this yourself, or that Rav Ch.[3] do it, so that this request be satisfied. It seems that figure, among those responsible for the association, Rav Toledano of Meknès and Rav Ch. Z. Cohen of Casablanca. It will be possible to verify it on the spot.

With my blessing for success in your sacred mission, and transmitting my greetings to the chassidim* of Morocco,

זה עתה קבלתי מכתבו מכ"ה שבט... מובן מעצמו, שלהעביר אחד המוסדות שלנו במרוקו כמו שהוא לאה"ק ת"ו, אין לזה מקום כלל, ולאידך גיסא איני רואה ג"כ תועלת לקבץ נערים מן החוץ ממוסדות אחרים ולסייעם בעלי' לאה"ק ת"ו, שאין זה מתפקידו של ליובאוויטש, ומה שדברתי עם מר קול, וכן הוא דעתי גם עתה הוא שהתלמידים במוסד שלנו אלו שיצטיינו באיזה פרט, יש ליתן להם זה בתור פרס, שבהשתדלותינו ועל ידינו עולים הם לאה"ק ת"ו ולפרסם את זה באופן המתאים בין שאר התלמידים וכן בין יהודי מרוקו, אשר ע"י הלימוד משך זמן באהלי"י מקבלים ג"כ האפשרות - באם הנהלת אהלי"י תמצא לנכון - לעלות לאה"ק ת"ו, ובפרט שמר קול אמר לי שאע"פ שנפסקה העלי' של זקנים ואינם מסוגלים לעבודה וכו' אבל הורי התלמידים שיעלו, יתנו לההורים רשיון העלי' במשך שנתיים...

ו) כתבתי למהר"ש שי' בנוגע לנתינת שמורה לעוזרינו במרוקו ובטח יראה לו המכתב, ויטכסו יחד עצה בזה, כן כתבתי להנ"ל ע"ד הסידור שלעתים קבועים יודפס במכ"ע וירחונים במרוקו איזה ידיעות, אם ע"ד עבודת חב"ד שם או עכ"פ בכלל ע"ד חסידות און דעם ארום, ובטח גם בזה ישתדלו למצוא עצה להדפסה ופרסום באופן המתאים.

ז) נודעתי זה לא כבר שמשך זמן התקיימה במרוקו חברה ושמה "דובב שפתי ישנים" והם הו"ל כו"כ ספרים, ומהנכון הי' שישלחו מכל ספרים אלו טופס אחד לכאן, בתור תשורה, איני יודע מי, אם כת"ר או מהר"ש טוב יותר שיתעסק בזה להביא לפועל, כמדומה שמראשי החברה הוא הרב טולדני ממכנז והרב מהרש"ז הכהן מקסבלנקה, ובטח על אתר יודעים זה ברור.

בברכת הצלחה בעבודתו בקדש ופ"ש אנ"ש שי' במרוקו.
