Concerning raw carrots [1], you will consult the laws of brachos [2], chapter 6, paragraph 11, which specify: "it is not the practice of the majority ... [3]."
This is mentioned in the Shaar HaTziyun on the Mishnah Berurah, chapter 205, paragraph 3.
Notes:
[1] And the brachah, in this case shehakol, which one must recite when consuming them, since it is the common practice to eat them cooked.
[2] Of the Alter Rebbe, which appear in his Siddur.
[3] "Of men to eat them raw, but rather to cook them." The Rebbe thus emphasizes that the majority practice must be taken into account, even if a minority of persons, on an individual basis, commonly consume them raw.
