To the World Leadership of the Tehillim* Group in Jerusalem, with at its head the great Rav*, the well-known Chassid*, pleasant scholar, descendant of an illustrious family, Hashem-fearing man, Rav Yehuda Leib Shlita Eliezrov, greetings and blessings.
Your letter reached me with a delay.
To my great regret, our financial situation here is very difficult, as you doubtless know, and we have no time at all to organize a collection.
In my humble opinion, it would be good for you to write directly, from your location, to the donors who are here, using the addresses you have at the Kollel*. [1]

P.S.: I thank you for what you have done until now in order to obtain a certificate for my mother. [3] You will surely continue your efforts to reach a positive outcome. For according to the news we have here, it is possible that an exit visa may be granted to her there, all the more so since she is a woman seventy years of age — may she have long days and good years.
One who has begun to fulfill a Mitzvah* is asked to bring it to completion. In this way you yourself will merit a long and pleasant life, as our Sages* give assurance.
