To the young man, distinguished chassid* who fears Hashem,
Rav Yisrael [1],
Greetings and blessings,
I received with pleasure your letter of erev* Shabbos* Shemos, which followed a long silence. You justify not having written to me by explaining that you had nothing in particular to say. I am all the more surprised. The end of the first volume of the Zohar* explains that "each day has its own content," which enables one to put into practice the mission entrusted by the Holy One, blessed be He, that of illuminating the part of the world that has been entrusted to one [2].
One must therefore influence oneself in this direction and direct toward it those in one's surroundings. During the months that have passed without our having corresponded, you could and should have acted in this direction, and this would have furnished the matter for many letters.
In any case, it is unnecessary to complain about the past, and I envisage here only what must result from it for the future. You will therefore complete all this by giving not only "that which suffices for his need" [3], but also abundantly. As the end of Midrash Esther Rabbah says: "Peace will be ample, the berachah* will be ample."
First of all, Hashem has granted you the merit of having knowledge of chassidus*, of its practices and customs. You can therefore be the channel, bringing this knowledge to our brothers, the children of Yisrael*, who, for the moment, understand only Italian.
You should act in this domain with the greatest zeal — translate easy passages of the sichos* and even of chassidic maamarim* into Italian, particularly before the festivals, the special dates, and the day of the hilula* [4]. As I have already written to you, the great rav, distinguished chassid* who fears Hashem and devotes himself to communal needs, Rav Mordechai HaKohen Perlov [5], will surely lend you his support in this domain.
You know the promise [6] of the Alter Rebbe* that those who follow his way see their efforts crowned with success in all that they undertake for Torah* and mitzvos*. It is unnecessary to specify to you once again that I will take charge of the running expenses that will result from this activity.
I await good news from you as quickly as possible. And one can cite, in this regard, the image of the study of Torah*, which, when delayed, necessarily undergoes a deficiency that cannot be made up afterwards. Indeed, every instant must, in itself, be filled with this study. It is surely unnecessary to say more.
You have difficulty understanding what the Rambam* says, in Hilchos Melachim, concerning the authority of the king and the extent of his power. You do not know how to reconcile the principle that the king has the right to levy a tax on the people with the prohibition imposed on him from multiplying what he possesses. I see no contradiction here.
In various domains, our holy Torah* grants power to the beis din*, which the people must therefore listen to. The same applies to the levying of a tax or a duty on the people. The king has competence in this, without recourse to the beis din*. He may take this decision alone, as in certain other domains, which the Rambam* defines in Hilchos Melachim or in other texts.
Obviously, this tax is placed at the disposal of the king, who can distribute it as he sees fit. Nevertheless, he must do so in the manner of any other Yid*, and he has even more responsibility than others, given his function. In fact, the Rambam* says that "his heart is the heart of all the people." Consequently, he must acquit himself faithfully of his task, distribute the available funds according to the needs of the kingdom, to the army and to his servants. He must also keep a part for himself and for his personal preoccupations, so that nothing of it be useless. Indeed, a single horse, once it serves no purpose, contravenes the Will of Hashem.
It results from all this that, according to the laws of the Torah*, the king possesses the most extensive powers. Nevertheless, he is asked to be particularly humble and not to multiply his own possessions beyond what is necessary so that he inspire fear, which is for him a necessity, and in order to make peace reign in the country.
You will also consult the Derech Mitzvosecha of the Tzemach Tzedek*, on the mitzvah* of appointing a king, beginning at p. 108a, which says: "What is the inner significance of appointing a king? It is the fact that, thanks to him and through him, Yidden* submit themselves to Hashem." You will consult his words and the long development he introduces on this subject.
I enclose for you a copy of the chassidic maamar* delivered last year on the day of the hilula* of my father-in-law the Rebbe, whose merit will protect us. Without a doubt, it will interest you greatly.
Concerning the prerogatives of the king, you will also consult the Toras HaNeviim of the Maharatz Chayos.

שלום וברכה!
לאחר הפסק הארוך נעם לי לקבל מכתבו מעש"ק שמות, ומה שמצטדק על העדר כתבו כי לא הי' דבר חשוב מה לכתוב, הרי הפליאה על זה גדולה יותר, כי הרי בלשון הזהר סוף חלק א', צריך להיות כל יומא ויומא עביד עבידתי' במילוי שליחותו של הקב"ה להאיר חלקו בעולם, היינו להשפיע על עצמו וגם על סביבתו, ובודאי במשך החדשים שלא באנו בכתובים יכול הי' וצריך הי' לעשות בזה, ובמילא הי' מקום לכמה וכמה מכתבים.
והנה אין צועקין על העבר ולא באתי בזה אלא בהתוצאות על להבא שיתמלא כל הנ"ל ולא רק די מחסורו אלא בריבוי וכלשון מדרש אסתר רבה בסופו השלום בריבוי הברכה בריבוי וכו'.
והעיקר אשר כיון שזיכהו השי"ת ויודע הוא ע"ד תורת החסידות הדרכותי' ומנהגי' הרי יכול הוא להיות הצנור להמשיך ידיעות אלו לאחינו בני ישראל אשר נזקקים לעת עתה רק ללשון איטלקית, וצריך הי' לעשות בזה במרץ הכי גדול, היינו להעתיק לאיטלקית ענינים קלים מהשיחות ואפילו גם מהמאמרים ובפרט קודם המועדים, יומי דפגרא, יום ההילולא וכו' וכמו שכתבתי לו מכבר בודאי יסייע בזה ככל יכולתו הרה"ג והרה"ח אי"א נו"נ עוסק בצ"צ מוה"ר מרדכי שי' הכהן פערלאוו, והרי ידוע הבטחת רבינו הזקן אשר ההולכים בעקבותיו כשעושים בעניני תורה ומצות מצליחים, ולמותר להכפיל עוד הפעם שאם זה קשור באיזה הוצאות על דרך הרגיל הרי עלי לסלקם.
ולבשו"ט בזה בהקדם אחכה, כי הרי זהו ענין כמו ת"ת בכללו, שכשמאחרים לאיזה שעה הרי זה חסרון שאי אפשר למלאותו כיון שכל חלק מהזמן מחוייב בת"ת גם מצד עצמו, והאריכות אך למותר.
במה שאי ברור לו ברמב"ם הל' מלכים בהנוגע לסמכות המלך ותוקף ממשלתו ורואה קושי לתווך בין הדין דרשות להמלך להטיל מס על העם ולאידך גיסא שאסור לו להרבות לעצמו, הנה איני רואה בזה כל סתירה.
כי בכלל ע"פ דין תורתנו ישנם כמה ענינים שצריכים בית דין בכדי שהצבור יחוייב לשמוע להם וה"ה בהטלת מס וארנוניא על העם וזהו תוקפו של מלך שאין צריך בי"ד לכך אלא שהוא בעצמו יכול לעשות בזה וכשאר הענינים שהמלך יש לו רשות לעשות זה בעצמו, ומפורטים הם ברמב"ם הל' מלכים ובשאר המקומות, ומובן מעצמו שהמס נכנס לרשותו של המלך ובידו לחלקו כפי ראות עיניו, אלא שככל אחד מישראל ועוד יותר מהם כפי גודל האחריות אשר עליו, וכלשון הרמב"ם שהמלך לבו הוא לבו של כלל העם, צריך לעשות הענינים דתפקידו באמונה, היינו לחלק הכספים כפי דרישת מצב המלוכה לצבא ועבדיו וכו' וכו' וגם לעצמו ולעניניו באופן שלא יהי' דבר לבטלה שאפי' בסוס אחד בטל עובר רצון השם, זאת אומרת שמלך ישראל ע"פ דיני התורה יש לו שלטון גדול ביותר, אלא שהתורה מחייבתו להיות שפל מכל אדם ולא להרבות לעצמו כל ענינים שאינם מוכרחים לאימתו ההכרחית בשביל שלום המדינה וכו'.
ויעויין ג"כ בס' דרך מצותיך להאדמו"ר הצמח צדק מצות מינוי מלך (דף ק"ח ע"א ואילך) וז"ל: הנה שרש ענין המכוין במינוי המלך הוא שבו ועל ידו יהיו הישראל בטילים לה', עיין שם דבריו דמבאר שם באריכות.
