Greetings and blessing,

I received your letter of the "fourth fast" (17 Tammuz), which will soon transform itself into joy and gladness, as well as the following letter. I also received the telegram relative to your voyage to Tunis. You were doubtless alluding also to the island of Djerba.

I was very satisfied to learn that you found a person capable of translating the "Conversations with Youth" (Sichos LaNoar), from Yiddish into French. You conclude by telling me that you will send all the issues to appear during the coming year. You know doubtless that here, they appear at the beginning of the month and they are therefore completed a few days before that. On account of this, the French version will never be edited on time. A moment will be necessary to translate it and, if it is ready for the end of the following month, it will still be all that one can hope for. In consequence, one must translate the publications of the preceding years. Apart from the Parashah or the Haftarah, their content is valid for all years.

Concerning the books (the sale, in Eretz Yisrael, of the books published by Kehot editions), if their sale is entrusted to an outside person, one can fear that this one will refuse to import new ones before having exhausted his stock. He will give the pretext that the low level of sales is proof that there is no demand. For this and for other reasons still, this distribution will not be entrusted to an outside person.

Among the Chassidim, I know no one other than Rav Y. Shmotkin (Rav Yehudah Shmotkin) to whom one can officially entrust this task. But, concretely, it would have been necessary for it to be assumed by young people, that is, by those who are full of energy, who will be able to sell and diffuse in the most ample manner.

If the one who accepts this work demands a salary, it will be necessary to see in what manner this is possible, for what will become of these books? Perhaps it would be good for this salary to be a percentage of the sales and not a fixed amount, in order to increase the motivation.

Which, among the young people, will be suited to this work? You will doubtless be able to determine it by being on the spot. In any state of cause, the various Chabad institutions must participate in this distribution, conformably to their general mission, that of diffusing the wellsprings outward. And, the young people of the Chabad association have a preponderant role in this matter, since they travel, visit the villages and the settlements. They therefore know the people on the ground.

For some time, discussions have been conducted with the aim of editing the Conversations with Youth in Hebrew, in Eretz Yisrael. Rav Shalom Chaskind has taken responsibility for it. Quite obviously, as with all that concerns Chabad, there is a question of means. For the moment, nothing has therefore been concluded. I had foreseen this difficulty and I therefore spoke of it to Mr. Shazar. I evoked before him the idea of editing a periodical in Hebrew, in Eretz Yisrael.

I also asked him whether one could find credits to finance the voyage to Eretz Yisrael, for a few months, of a group of students of the Yeshivah Lubavitch that is here and who, there, will also attend a Yeshivah Lubavitch. Certainly, this group will also visit the country, but it must do so under the control of this Yeshivah and not under that of the Jewish Agency.

You doubtless know the Mossad HaRav Kook, which edits books and which also participates in the publication of the periodical Sinai, devoted to halachah and Midrash. Last year, when Mr. Mindel (Rav Nissan Mindel, attached to the secretariat of the Rebbe) visited Eretz Yisrael, I asked him to contact the direction of this institute and to ask it to send to my library all that it publishes and especially all that it has already published.

The library that is here has a public dimension and there exists no fund permitting the purchase of these books (it must therefore be a donation). Quite obviously, one will send them the publications of the Kehot editions, if they desire, and for the titles that they desire.

Unfortunately, Mindel could not convince the person in charge of the direction whom he met. This one told him that such a manner of proceeding was unusual, that one could not procure these books other than by buying them.

It would be good if you could meet, during your stay in Eretz Yisrael, the one who truly has authority in this matter and obtain his agreement, by furnishing him the appropriate explanations. The shipping costs of what they have already published will doubtless make a non-negligible sum. Of course, these will be taken in charge by the association of the Chassidei Chabad.

The same proposal will be made to the other publishers of Eretz Yisrael, in particular to the Tarbitz editions, specialized in the scientific domain, as well as to the editions of the university.

When you were here, it seems to me that I related to you the discussion that we had with Mr. Shazar, about the possibility of founding a second Kfar Chabad, in Eretz Yisrael, and of the improvements that must still be brought to the first one. It would be good, after having brought to fruition what has been said above, to verify what his intentions are, in this matter.

Rav M. Lipsker (Rav Michael Lipsker, of Meknes, in Morocco) informs me of the proposal to create a Yeshivah near the tomb of Rabbi Amram (Rabbi Amram Ben Diwan), which is visited twice a year and which is found between Fez and Meknes. I await your opinion, on this question.

מאשר הנני קבלת מכתבו מצום הרביעי - במהרה יהפך לששון - והמכתב שלאחריו כן נתקבל המברק מנסיעתו לטוניס ובודאי הכוונה גם לאי ג'רבה...

נהניתי במאד ממ"ש שמצא מעתיק השמועסין מאידיש לצרפתית, אלא שסיומו שישלחו כל המחברות של שנה הבע"ל, הנה טח ידוע לו שגם כאן מופיעה המחברת בתחלת החדש, היינו שנגמרים בכתיבה בימים האחרונים ומבילא מובן שבאופן כזה לעולם לא יופיעו החוברות בצרפתית בזמנם וכיון שצריך זמן גם להעתקה הרי הלואי שיופיעו לאחר החדש השני, ולכן צריך לעשות זה במחברות דשנ[ים] שעברו, והרי לבד הפרשיות או הפטרות הנה החוברות מתאימות לכל השנים.

... בהנוגע לספרים הנה אם ימסרו מכירת הספרים לאיש זר יש חשש גדול שעד שתמכר כמות חשובה מהספרים שיקבל לא יניח בשו"א להביא ספרים חדשים ויאמר הטעם בפשיטות שאי המכירה הוכחה שאין דורשים על זה כו' וכו' ולכן וגם מעוד טעמים אין למסור ולערב בזה איש זר מבחוץ ומבין אנ"ש אין ידוע לי אף אחד שבאופן רשמי אפשר למסור לו הענין מלבד מהר"י שמוטקין שי', אבל בהנוגע לפועל צריך הי' לנצל בזה את הצעירים היינו הבעלי מרץ בפועל שיוכלו להשתדל במכירה והפצה באופן מקסימלי, ומובן שאם ידרוש המתעסק בזה משכורת כדאי הדבר כו' כי הרי סו"ס מי יודע מה יעשה עם הספרים, ואפשר כדאי לקבוע המשכורת באופן של אחוזים ולא שכירות קבועה בכדי שיתוסף החשק כו'. את מי מהצעירים לצרף לזה בטח יוכל לראות על אתר ובכל אופן יש לחייב גם את הארגונים השונים דחב"ד להשתתף בהפצה מתאים לתפקידם הכללי דהפצת המעיינות חוצה, וגם בזה באים יותר בחשבון צעירי אגו"ח כיון שהם הנוסעים ומבקרים בהכפרים ומושבות ובמילא יש להם היכירות עם האנשים על אתר...

זה מכבר שמנהלים דו"ד אודות הדפסת השמועסין בלה"ק באה"ק ת"ו ולקח זה ע"ע הרב שלום שי' חסקינד ומובן שכמו בשאר עניני חב"ד הנה תומ"י באה שאלת האמצעים ובמילא לע"ע נשקט הדבר וכיון ששיערתי עכוב זה הנה שוחחתי עד"ז בכללות עם מר שז"ר שי' ואמרתי לו שבדעתי ענין זה היינו הדפסת ירחון בלה"ק באה"ק ת"ו...

כן דברתי אתו ע"ד שימצאו אמצעים לנסיעות קבוצת תלמידי תו"ת דכאן למשך איזה חדשים לאה"ק ת"ו ובתנאי שגם שם ימצאו ברשות תו"ת אף שכמובן יתורו את הארץ ג"כ אבל בהשגחת הנ"ל ולא בהשגחת הסוכנות...

בודאי ידוע לו ע"ד מוסד הרב קוק שמדפיסים ספרים וכן קשור עם זה הוצאת הירחון סיני שרובו מוקדש לעניני הלכה ואגדה. כשביקר מר מינדל שי' אשתקד באה"ק ת"ו בקשתיו שיבוא בקשר עם הנהלת מוסד הנ"ל ויסדר שישלחו להספרי' שלי את היו"ל על ידם והעיקר גם מה שהו"ל עד עתה, כיון שהספרי' שבכאן הוא ענין של רבים, ומובן שאין קופה לשלם בעד הספרים ומובן ג"כ שישלחו להם מהוצאת קה"ת אם ומה שידרשו. לצערי לא עלתה זה ביד מינדל שי' אף שהתראה עם איזה מההנהלה באמרם לו שאין זה מנהגם ואין דרך אלא לקנות מאתם כו' וכו'... וכדאי הוא שבשהותו באה"ק ת"ו יוודע במי הדבר תלוי כי בלי ספק שבהסברה המתאימה יסכימו על הנ"ל ומובן שהוצאות המשלוח דהוצאותיהם הקודמות שבטח יעלו לסכום נכון יש לקחת ע"ח אגו"ח וכיו"ב.

ועל דרך זה יש להציע לשאר המו"ל באה"ק ת"ו ובפרט להוצאת תרביץ (שהיא המו"ל ספרי מדע), ההו"ל שע"י האוניברסיטה וכו'...

כמדומה שספרתי לו בהיותו כאן ע"ד שיחתנו עם מר שז"ר שי' אודות האפשרית דיסוד כפר חב"ד שני באה"ק ת"ו וגם הסיום שלה שלע"ע ישכללו כפר חב"ד הראשון.

ובכ"ז כדאי שיברר השקפתו ע"ז בעתיד לאחר שיוגמר ענין הנ"ל וכו'...

כותב לי הרה"ח הר"מ שי' ליפסקר שהודיעו ע"ד הצעה לייסד ישיבה בסמיכות לאהל של הרב רבי עמרם ז"ל שבאים לשם פעמיים בשנה וכו' והמקום נמצא בין פעס למכנז, ואחכה לחוות דעתו גם בזה.
