To the Rav, distinguished Chassid* who fears Hashem and devotes himself to communal needs, the Rav N. N. (Rav Nissan Nemanov, of the Yeshivah* of Brunoy; see, concerning him, letter no. 2641),
Greetings and blessing,
Concerning the Talmudic tractate that will need to be studied this winter (in the framework of the Yeshivah*), you know the statement of our Sages according to which "a man should always study what he desires." If the students wish to learn a particular tractate, it would be good to accede to their request, provided there is a sufficient number of books available.
On the occasion of your birthday, may Hashem grant that you have a year of success, spiritual and material, in your public occupations and in your sacred mission, as well as in your personal concerns, in good health.
Perhaps you have seen the Chassidic* discourse entitled "Hashem, open my lips," of the 11th of Nissan 5712 (1952, delivered by the Rebbe on the occasion of his own birthday), which is based on a discourse, introduced by the same verse, which was delivered by the Rebbe Maharash*, in 5627 (1867).
One can note and specify, according to what the holy Tanya* says in chapter 26, that Psalm 51 (the Rav Nemanov was presumably celebrating his fiftieth birthday and was therefore beginning the recitation of Psalm 51) is the one that enables one to experience a genuine joy in Hashem.
With my blessing of success in all that has just been said and in the expectation of your good news, concerning your positive accomplishments, as I wrote to you,

... אודות המסכתא ללמוד בחורף הבע"ל, הרי ידוע מרז"ל לעולם ילמד אדם במקום שלבו חפץ, ואם התלמידים נוטים למסכתא פלונית כדאי למלא בקשתם אם ישנם גמרות מצויות למסכתא זו וכו'.
וליום הולדתו, יהי רצון מהשי"ת שתהי' שנת הצלחה הן ברוחניות והן בגשמיות והן בעניניו הכלליים במלאכתו מלאכת שמים, והן בעניניו הפרטיים, מתוך בריאות הנכונה. ואפשר ראה המאמר אדנ' שפתי תפתח די"א ניסן שנת תשי"ב והוא מיוסד על המאמר אדנ' שפתי תפתח אשר במאמרי מוהר"ש תרכ"ז.
ולהעיר ולהאיר שעפ"י המבואר בתניא קדישא פ' כ"ו, הנה קאפ' נ"א דתהלים ענינו לבוא לשמחה אמיתית בהוי'.
