To the directors of the vocational school,

May Hashem grant you long life,

Greetings and blessing,

I reply to your letter of 25 Menachem Av and to those that preceded it, of 13 Sivan and 7 Tammuz, in which you ask me about this or that student of the vocational school.

Obviously, everything depends on the personality of the student and on his objective in joining the vocational school. You will therefore take counsel with the Yeshivah* Lubavitch of Lod, of which they have been students until now, and you will adopt the position that results from the two opinions (that of the Yeshivah* and that of the vocational school).

It is clear that the principle I stated previously must be maintained. The vocational school must not become a place of refuge for those who wish to exempt themselves from learning as they should (and therefore leave the Yeshivah* to join this school).

The enrollment of new students for the next school year is indispensable, for it is the only outward sign of the institution's development. Nevertheless, the number of these new students depends on the possibilities of integrating them and the expenses that result therefrom. In accordance with the teaching of our holy master, when one adopts a broad attitude, Hashem makes it so.

You ask me whether you should accept students coming from the network (Ohalei Yosef Yitzchak Lubavitch). You do not indicate in your letter the pros and cons (literally, "the part that destroys and the part that builds") on this subject. This, moreover, contradicts the principle according to which the students, before joining the school, must study for some time at the Yeshivah*. Even if some, for whatever reason, do not have the means to study at the Yeshivah*, it is certain that each one can commit to doing so for six months or a year. And, one may ask whether one who has the means but does not wish to make the effort has a place in the vocational school.

The technical instructor considers that those who are unable to learn a trade should be sent away. Nevertheless, it is clear that a certain time is necessary to determine this inaptitude. A few weeks do not suffice for this, especially in a place that is new for the students and in a new environment.

Moreover, the dismissal from the vocational school will have the effect of distancing the student from the context in which he should be. For all that, it is certain that one cannot impose the presence of those who have nothing to do in the school. But perhaps an alternative can be found for those who are incapable of learning a trade, so that they remain at the Kfar (Kfar Chabad*) or in the Chabad* environment, for example by employing them in one of the services.

שלום וברכה!

במענה על מכתבם מכ"ה מנ"א והקודמים - י"ג סיון, ז' תמוז - בהשאלה אודות קבלת תלמיד פלוני או פלוני לבי"ס למלאכה. הנה מובן שזהו תלוי באופי התלמיד ובתכלית כוונתו בכניסה לבי"ס למלאכה, ובמילא עליהם להתייעץ בזה עם הנהלת ישיבת תו"ת דלוד בה למדו הנ"ל עד עתה, ולהחליט בהתאם להידיעה שתהי' משני הצדדים. ומובן שצריך לשמור על הנקודה שכתבתי מאז, שיש להזהר שבי"ס למלאכה לא יעשה מקום מקלט ומנוס לאלו הרוצים לפטור את עצמם מלימוד כדבעי.

בהנוגע לקבלת תלמידים חדשים לזמן הבע"ל, - הנה בכלל מוכרח הוא ה[דבר] כי זהו סימן היחידי כלפי חוץ להגדלת מוסד חינוך, - אבל כמות התלמידים-חדשים [תלוי] בהאפשריות לסדרם וכו', וההוצאה הכרוכה בזה. וע"פ הוראת נשיאינו הק', הנה אז מען שטעלט זיך ברייט נותן השי"ת בהרחבה.

בהנוגע להשאלה אם לקבל תלמדים מבתי ספר הרשת. לא פרטו במכתבם חלקי הסותר והבונה שבזה, וכן לכאורה זהו בסתירה להסברא, שקודם הכניסה לבי"ס למלאכה על התלמידים ללמוד משך זמן בהישיבה. ואף אם יש כאלו שאינם מסוגלים מ[איזה] טעם שיהי' ללימודי הישיבה, הנה בודאי, לשנה או חצי שנה, כאו"א יכול להסתגל לזה. ובאם שיכול ואינו רוצה - הרי ספק אם מתאים ג"כ לבי"ס למלאכה.

מה שהמורה המקצועי דעתו, שאלו שלא הסתגלו לעבודה צריכים לשלחם, הנה מובן שהבירור שאינו מסוגל דורש זמן, ואי אפשר להחליט על יסוד איזה שבו[עות], ובפרט במקום חדש בשביל התלמידים, בסביבה חדשה. ובפרטי פרטיות - הפיטור מבי"ס למלאכה יגרום ג"כ יציאה מסביבה המתאימה בשביל התלמיד [אף כי לאידך גיסא מ[ובן] שללמוד עם כאלו שאינם מביאים תועלת כלל אין לו מקום (אפשר יש למצוא איזה ענין אחר בשביל התלמידים שאינם מסוגלים ללימוד מלאכה, שבכ"ז ישארו בהכפר או בהסביבה דחב"ד באיזה שירות וכו'?)].
