May Hashem grant you long life,

Greetings and blessing,

I duly received your letter of 10 Elul*. I learned with sorrow that it was not possible to publish the Bitaon* (the Bitaon Chabad*, organ of this Association in the Holy Land) for 18 Elul*, as had been planned. The sole reason is the lack of means.

I am surprised that you do not seek to have fixed income for the Bitaon*. Even if it is an internal bulletin, one should be able to obtain, in addition to donations to the institutions, the contributions of those who receive it.

It seems to me that last year, the Bitaon* did indeed appear for 18 Elul*. Now, in these domains, one must add and not diminish.

I was pleased to receive an account of what was done on 12 Tammuz (on the occasion of the liberation of the Previous Rebbe from Soviet prisons) and of the radio broadcast that is planned regarding 18 Elul*. I hope that it will indeed be carried out.

You say that you do not understand what I mean by communal activities. It is quite obvious that one cannot answer such a question from a distance, for everything depends on local conditions. In the Holy Land especially, the action can take on very broad dimensions and the creation of Chassidus* classes where there are none is but one aspect. Nevertheless, you are thinking of bringing people from other places and remunerating them for these classes. Now, one may ask whether such an organization is viable, given the costs and the fatigue it imposes.

Initially, at least, you will therefore establish classes where a teacher can be found locally. Even if it is necessary to remunerate him, the expense will not be as great as if one had to bring someone from afar.

I enclose several prepaid shipping vouchers as a contribution to the activities of the month of Tishrei*. Nevertheless, this is only symbolic, for I consider that the current activities must be financed with local funds. Only such an organization is durable, when certain persons seek its development.

I duly received the account of your joint meeting.

On the occasion of the new year, which approaches, for us and for all Israel, for good and for blessing, may Hashem cause your sacred mission to be fruitful in its entirety. Without a doubt, it will multiply the blessing and the success for each one of those who take part in it, in their personal concerns.

מאשר הנני קבלת מכתבם מיו"ד אלול, ונצטערתי לקרות בו אשר לא בא לפועל הדפסת בטאון לח"י אלול אף שהי' בדעתם לעשות כזה והסיבה היחידה היא רק חוסר האמצעים, ולפלא שאין מחפשים עצה איך לבסס השגת האמצעים בשביל הבטאון, כי בטח גם בתור גליון פנימי הרי יש לקבל איזה אמצעים מהאנשים שנשלח אליהם נוסף על התמיכה מהמוסדות, ובפרט שבשנה שעברה כמדומה לי הופיע לח"י אלול, ובענינים כמו אלו הרי צריך להוסיף ולא לגרוע.

נהניתי לקבלת הדו"ח מפעולות די"ב תמוז וכן ממה שמתכוננים לשדר ברדיו בקשר עם ח"י אלול שתקותי שבא לפועל.

מ"ש שאין מבינים כוונתי מהו עסקנות צבורית. מובן ששאלה זו אין לה מקום להענות בריחוק מקום, כי ה"ז תלוי בהתנאים על אתר, והרי באה"ק ת"ו בפרט יש כר נרחב ורק סניף הימנו הוא יסוד השיעורי דא"ח במקומות שאינם (אבל גם זה לא כמו שכותבים ע"י שיהיו אנשים באים לשם ממקום אחר וע"מ לקבל פרס כי באופן כזה ספק גדול אם יהי' לזה קיום הן מצד ההוצאה והן מצד הטרחה, ועכ"פ בשלב הראשון יש להשתדל לסדר שיעורים באותם המקומות שיש למצוא מגיד שיעור על אתר אשר אז גם אם צריכים לשלם לו מה תהי' הוצאה קטנה הרבה יותר מאשר לזה הבא ממקום רחוק).

ובתור השתתפותי במפעלות חדש תשרי מוסג"פ איזה סקריפ, אבל כנ"ל הנה השתתפותי הנה רק סמלית כי שיטתי היא שפעולות הרגילות ושוטפות צריכים למצוא האמצעים על אתר שאז סימן הוא שזהו ארגון שיש לו עתיד ויש מעונינים בהתפתחותו.

ולקראת השנה החדשה הבאה עלינו ועל כל ישראל לטובה ולברכה, יה"ר מהשי"ת שתשרה הצלחה בעבודתם בקדש ועבודתם הכללית שבל"ס שתמשיך תוספת ברכה והצלחה לכאו"א מהמשתתפים בה בעניניו הפרטים.
