To the eminent Rav*, distinguished Chassid* who fears Hashem* and devotes himself to communal needs, Rav* Dov Aryeh (see note 1),

Greetings and blessings,

I received with pleasure your letter of Tuesday of Parshas* Va'eira*, and I was pleased to learn from it that you appreciate at its true worth the work of my father-in-law, the Rebbe*, whose merit protects us, as well as the influence he exerted upon this country.

For all that concerns the Children of Yisrael*, the deed is essential, not the study. Your appreciation will therefore surely result in positive actions that you will undertake within your surroundings and, in general, among your students.

You know the saying of the Alter Rebbe*, author of the Tanya* and decisor of the hidden dimension of the Torah*, author of the Shulchan Aruch* and decisor of the revealed dimension of the Torah*, according to which the Rav* (the addressee of this letter being the Rav* of a community) is called the "master of the place" — meaning, in the most literal sense, the one who directs it in all domains.

It is clear that in this country, it is equally necessary to adopt such an approach, even if the "garment" and external appearance of the action differ according to the conditions of the location, the era, and the supposed authority of the presidents (of communities). Indeed, the Torah*, with all that pertains to it, is eternal, in every place and at every time.

It is stated that "the Holy One, blessed be He, does not take His creatures unawares." He therefore grants each person the necessary strength to act in the fitting manner, particularly when it concerns a public personality who assumes communal functions, such as a Rav*.

May Hashem* cause you, for many years, to add to those around you "the candle (which) is a Mitzvah* and the Torah* (which) is a light," as well as the luminary of the Torah*, which is its inner dimension.

בנועם קבלתי מכתבו מג' וארא, ונהניתי לקרות בו ע"ד ההערכה הנכונה של פעולת כ"ק מו"ח אדמו"ר זצוקללה"ה נג"מ זי"ע והשפעתו במדינה זו, ובודאי כמו בכל עניני בנ"י אשר הפס"ד בזה לא המדרש עיקר אלא המעשה עיקר, הערכה זו גורמת ומביאה לפעולות טובות של כת"ר בסביבתו ובמושפעיו בכלל. וכידוע פתגם כ"ק רבנו הזקן בעל התניא - פוסק בנסתר דתורה - והשולחן ערך - פוסק בנגלה דתורה - אשר תואר הרב הוא מרא דאתרא, ואין הענין יוצא מידי פשוטו שהוא הבע"ב בכל עניני המקום עכ"ל.

וברור אשר גם במדינה זו צ"ל באופן כזה אף שהלבוש והצורה החיצונית של הפעולה משתנית לפי תנאי המקום והזמן שלטון המדומה של הפרעזידענטין וכיו"ב, כי הרי התורה ועניני' נצחיים הם בכל המקומות ובכל הזמנים, וכיון שאין הקב"ה בא בטרוניא עם בריותיו, הרי נותן הוא לכל אחד ובפרט איש כללי שררה בישראל כמו רב, הכחות לפעול בכיון הרצוי.

ויה"ר שעוד רבות בשנים יוסיף בסביבתו נר מצוה ותורה אור ומאור שבתורה זוהי פנימיות התורה.
