To my close relative, the Rav*, distinguished Chassid* who fears Hashem* and devotes himself to communal needs, Rav* Azriel Zelig (see note 1),

Greetings and blessings,

I am surprised that no one has yet thought, in the holy city of Yerushalayim*, to properly organize the women and girls of Chabad*. I have said many times, and in many letters, what I think about this.

When one mentions the term Chabad*, one must not be so scrupulous as to become agitated, Heaven forfend. On the contrary, one must attract the greatest possible number of people, all the more so since ultimately the promise will necessarily be fulfilled that "the earth shall be full of the knowledge of Hashem*" — which is precisely Chabad* Chassidus*.

It is good to create the occasion for this and to seize the opportunity presented by the Hilulah* of 10 Shevat*, which is now near. This could also be on the eve or the day after that date, according to the conditions of the location. On that day, the one whose Hilulah* we commemorate ascends to a higher level. Consequently, those who are attached to him and follow in his footsteps ascend as well.

May Hashem* cause this to be evident, felt in one's heart, and understood by one's mind. I do not know whom to charge with initiating this process, the conditions in Yerushalayim* being no doubt different from those in the rest of the Holy Land*. This is the reason I turn to you. You will take counsel from those you deem appropriate to consult on this matter. Hashem* will grant you success, and you will put all of this into practice at the earliest and in the broadest manner.

I enclose the letter addressed to all the groups of the association of Chabad* women and girls (see the following letter). You may distribute it in the fitting manner.

לפלא שעד עתה לא נתעוררו בירושלים עיה"ק ת"ו לארגן באופן המתאים נשי ובנות חב"ד, וכבר מלתי אמורה בכמה פעמים ובכמה מכתבים שבכגון דא, כשכותבים חב"ד אין לדייק ולהקפיד ח"ו, ואדרבה להמשיך לחוג זה ככל האפשרי ובפרט שהרי סו"ס יקוים היעוד ומלאה הארץ דעה את ה', שזהו ענין תורת החסידות חב"ד דוקא, וכיון שלכל עת, הנה כדאי לעוררו ולנצל את ההזדמנות דיום ההילולא דיו"ד שבט הבע"ל (או היום שלפניו ואחריו כו' כפי המתאים לתנאי המקום) שביום ההילולא בעל ההילולא מתעלה לעולם עליון יותר וכל המקושרים וההולכים בעקבותיו בדרך ממילא מתעלים ג"כ, ויה"ר שיהי' זה גם בגלוי ובהרגש הלב ועכ"פ בהבנת המוח, וכיון שאינני יודע על מי להטעין ההתחלה בענין זה, ובטח התנאים בעיה"ק ירושלים שונים הם מאשר במקום אחר שבאה"ק ת"ו כותב הנני אליו בזה, ויתייעץ עם אלו שימצא לנכון בכגון דא וחפץ ד' בידם יצליח להביא הדבר מהכח אל הפועל בהקדם ובהרחבה.
