To the distinguished Chassid* who fears Hashem* and devotes himself to communal needs, Rav* Yosef, who is called Dr. Burg (see note 1),

Greetings and blessings,

I received, in due time, your letter to which was appended your opinion on the bonds (financial investments made for the benefit of the State of Israel) and the risk that this practice be considered a loan with interest (a practice forbidden to a Jew).

It is surely unnecessary to point out to someone like you how shaky the permission enunciated in this opinion is, all the more so since it is possible to render it incontestable by simply adding the words "with a commercial authorization" (replacing the financial interest with a participation in profits).

Obviously, I do not in the least suspect you, but certain Rabbanim* wish to adopt the most lenient positions of Beis Shammai* and also those of Beis Hillel* (i.e., to systematically adopt the least restrictive opinion).

בעתו קבלתי מכתבו בצירוף העתק החוות דעת בהנוגע להבאנדס, והחשש דרבית, ובודאי לדכוותי' למותר לבאר עד כמה רעוע היתר שבחוות דעת זו, ובפרט כשהוא בגדר שיש לו מתירין בפשיטות על ידי הוספה של שתי מילים: בהיתר עיסקא. ומובן שאינני חושד אותו כלל, שמכיון שיש כמה רבנים הרוצים לעשות כקולא דב"ש וכקולא דב"ה.
