To the directors of the Chabad* Association in our Holy Land, may it be restored and rebuilt, may Hashem grant you long life,

Greetings and blessings,

A) I have just received your letter of 5 Iyar*, in which you formulate various proposals regarding the creation of the second Kfar Chabad* (see letter no. 2826). I am surprised that you are also considering founding it in a location that is distant not only from the current Kfar Chabad* but also from any religious settlement, given that you know the situation of the Holy Land in this regard. A brief reflection establishes that such an eventuality is out of the question.

B) On this subject as well — and as I discussed in person with Mr. Shazar when he was here, as well as with Mr. Korn when he visited me — the second Kfar Chabad* must be built in proximity to the current Kfar.

If this is completely impossible, it should be located at least near a place where active Chabad* people reside — for example, in Yerushalayim*, Tel Aviv*, or Lod*. If this too is not possible, it should be situated where there is a significant group of people who observe the Torah* and the mitzvos*. And perhaps, through all of this...

Is there a possibility, and the means, to build a second Kfar Chabad* in Tiberias* (see letters no. 3471 and 3556), near the buildings erected on the land of Poalei Agudas Yisrael*?

ז"ע נתקבל מכתבם מה' אייר, בו כותבים אודות הצעות השונות בהנוגע למקום יסוד כפר חב"ד שני.ולפלא שהשקו"ט הוא גם בהנוגע להתיסדות במקום רחוק, לא רק מכפר חב"ד העכשוי, אלא בכלל ממקום ישוב יהודים חרדים, לאחרי שיודעים הם המצב בזה באה"ק ת"ו.. שבהתבוננות קלה מובן שאין להצעה כזו מקום.

ב) בקשר עם הנ"ל, וכמו שדברתי בע"פ גם עם מר שז"ר שי' כשהי' כאן, וכן עם מר קורן שי' כשבקרני, צ"ל יסוד כפר חב"ד שני בסמיכות לכפר חב"ד העכשוי, אם אי אפשר הדבר בשו"א - הרי עכ"פ בסמיכות לישוב שבו נמצאים אנשים פעילים מחב"ד, וכמו ירושת"ו תל אביב לוד וכיו"ב, ואם גם זה אי אפשר בשום אופן =- הרי עכ"פ בסמיכות לישוב בו נמצא גוש חשוב של בנ"י שומרי תורה ומצות. וכולי האי ואולי...

המוכשר המקום וישנן האפשריות להקמת כפר חב"ד שני בטבריא, סביבות הבנינים של אדמת פאג"י וכו'?
