To the distinguished Chassid* who fears Hashem and faithfully fulfils his mission, Rav Y. Kats[1],

I greet you and bless you,

I offer my apologies for not having been able to reply to you until now. Indeed, in addition to the concerns of Merkaz L'Inyanei Chinuch*, which have now become part of current affairs, in addition to the usual worries, I had to prepare the publication of the summaries and commentaries on the Tanya*[2]. I was intent on having this book ready for 18 Elul*[3]. It was necessary to consult many manuscripts.

I will send you a copy of this book and of the fascicle published on the occasion of 18 Elul*. Both are currently at the bookbinder. Please confirm to me that you have received them.

My father-in-law, the Rebbe* Shlita, asked me to write to you, as, in his view, you should see Mr. Kishin[4] without delay and speak with him, in order to arouse his interest in my father-in-law's institutions, the Rebbe* Shlita.

I wish to thank you, from the bottom of my heart, for the help you gave our emissaries[5]. But, as you surely know, a Jew is never satisfied:

1. Why were they afraid to say that they were emissaries of Merkaz L'Inyanei Chinuch*?

2. Why, materially speaking, does Merkaz L'Inyanei Chinuch* come out the loser in Chicago more than in any other city, as was likewise the case this time?

Why are these questions addressed to you? I will explain. My father-in-law, the Rebbe* Shlita, told me that when he was at school, he was invariably punished whenever a child had misbehaved. The teacher would then say to him: 'You are responsible and you will be punished. Imagine, now, how frightened the real culprit must be!'

I ask your forgiveness once more for not having replied to you sooner. Wishing you to be inscribed and sealed for a good year,
