To the leaders of the Chabad* association in our Holy Land, may Hashem grant you long life,

Greetings and blessings,

I am surprised — although you have always proceeded in this manner — that you have not made any remark, that you have not even written to me regarding the new opportunity now presenting itself to submit requests (for family reunification) for our brethren in the country where we were previously (Russia). It is surely unnecessary to remind you of, and comment at length upon, the explanation of our Sages regarding the many repetitions in the Torah* concerning the stranger. The explanation is, indeed, the following: "for you yourselves were strangers." You will understand this allusion (the Chassidim* of the Holy Land having themselves been refugees from Russia).

I have good hope that at least in the future, you will designate one among you who will direct the operations in this domain — either in person (literally, "through the two hundred and forty-eight members of his body") or through his delegates, if it concerns a place where he cannot go or an action he cannot carry out.

From a certain perspective, lives are at stake, and you will therefore not neglect all of this — you will apply yourselves to the task immediately. For the time being, I have sent to them (to the Russian authorities) only the Chassid* Ovadya Strauks, the shochet* of London (who submitted such a request for his relatives). I await the follow-up to his request and what will transpire.

The Rosh Hashanah* of Chassidus* and its practices (19 Kislev) is approaching. I recalled, in this regard, the reports from several meetings of the Chabad* association regarding actions to be undertaken, with all the discussions this had then prompted. The time has come to take stock of what was accomplished last year, of what was said and recorded in the reports, and to draw the conclusion for this year.

May Hashem grant me the merit and the success of having good tidings regarding all that has been said.

לפלא, אף שדרכם מאז כן הוא, שלא העירו וכתבו כלל בקשר עם האפשריות שנתחדשה להגיש ניירות דרישה בשביל אחינו אשר במדינתנו לפנים. ולמותר לבאר ולהאריך במרז"ל אשר כ"פ נשנה הציווי בתורתנו הק' תורת חיים בהנוגע לגר, וההסברה בזה, כי גרים הייתם, והנמשל מובן. ותקותי חזקה שעכ"פ עתה יבחרו או ימנו את מי מהם, שהוא יהי' המנצח על העבודה בזה, אם ברמ"ח אבריו עצמם או ע"י שלוחו - במקום ובענינים שאי אפשר בעצמו, וכיון שזהו ענין של פקוח נפשות במדה מסוימת, בודאי לא יתרשלו בזה ויגשו תיכף לעבודה בפועל, ולעת עתה הפניתי אליהם רק את הוו"ח כו' עובדי' שי' שטראקס מלונדון שו"ב. ואחכה לתוצאות פנייתו אליהם, ומה נעשה בו.

בקשר עם ראש השנה לחסידות ודרכי החסידות הממשמש ובא, הנה עוד הפעם נזכרתי על הפרטי כלים של כו"כ אסופות שנקראו ע"י אגו"ח בהנוגע לפעולות ממשיות וכל השקו"ט שהי' בעצת האסיפות. וכבר בא העת שיעשה סך הכל מכל פעולות שנה העברה בכל הענינים שנדברו ונכתבו בהפ"כ ויסיקו מסקנות בהנוגע לשנה הבע"ל...
