By the grace of Hashem,

Fourth light of Chanukah 5703,

To the communal leader of numerous accomplishments, who always speaks with wisdom and who is illuminated by the Torah of light, Rav Efraim Eliezer HaKohen [1], Philadelphia,

I greet you and bless you,

I know how closely you are connected to my father-in-law, the Rebbe Shlita. This is the reason why I am sending you, enclosed, the letter he wrote for the fast day and for the following days.

It is no doubt unnecessary to draw your attention to the content of this letter and to the importance of giving it the widest distribution.

One may recall, in this regard, that the Chanukah lights must be placed "at the door of the house, toward the outside," that is to say near the door that is closest to the public domain, where the attraction of the world exerts itself in a concrete manner. And one who dwells on an upper floor — thus evoking persons, few in number, who possess elevation and have no open door, no direct access to the pleasures of this world — must, at the very least, place them near the window that faces the public domain.

וע"ד הצחות י"ל (שבת כא, ב) נר חנוכה מצוה להניחה על פתח ביתו מבחוץ - ובמ"ס (פ"כ ה"ה) בפתח הסמוך לרה " ר (וכשיטת התוס'), מקום וזמן שהאמגושא יכול לומר מפלגך ולעילא כו' (סנה' לט, א), ולא רה"י, ואם הי' דר בעלי', שהוא מבני עלי', שהם מועטין (סוכה מה, ב) ואין להם פתח פתוח לעניני עוה"ז, עכ"פ צריך להניחה בחלון הסמוך לרה"ר.
