I greet you and bless you,
I ask you to forgive me, but I am unfortunately compelled to express once more my surprise at what has occurred (this letter is addressed to Rav Shneur Zalman Garelik, Rav of Kfar Chabad*, see the end of the preceding letter).
I asked what the program and the organization of the gathering of students from the Ohalei Yosef Yitzchak Lubavitch network were on the day of the Hilloula* (10 Shevat). To my great surprise, I was told that the boys, upon their arrival, were assembled in a hall and attended a program. The girls, on the other hand, were moved from one place to another for several hours. Thus, not only was this time not used to exert a positive influence on them, to draw them closer to Judaism, to the Torah* and the mitzvos*, but worse, they were left with a bad memory. You must understand what I mean.
I asked why a place was not arranged for them from the outset. I was told that the plan had been to gather them in the synagogue, but that certain individuals protested fiercely, asserting that they would not allow them to enter, invoking reasons related to the fear of Hashem*!
Being the mara d'asra* (the Rav of the locality), please verify all of this with those people:
A) What is the reference, in the revealed part of the Torah* or in Chassidus*, that is the basis for such appalling conduct?
B) How can one have "sufficiently broad shoulders" to prevent a hundred girls from hearing words of encouragement and fear of Hashem*, when one is neither a Rav nor someone who teaches Torah*? At most, these individuals could have presented their arguments to the Rav of the locality and let him decide.
C) Everyone knows what his own fear of Hashem* truly is, which is not always at the same level. When one sometimes experiences a fall, does one forbid oneself from entering a holy place until one has achieved perfect teshuvah*, until, in the words of the Rambam*, "He Who has knowledge of what is hidden can testify that one will never again commit such folly," as explained in Iggeres HaTeshuvah* of the Alter Rebbe*?
D) The Gemara*, in Tractate Sukkah 51b, clearly establishes that women entered the Temple courtyard. Moreover, at first, they were inside and the men were outside. Then, subsequently, galleries were made for them, solely in order to prevent frivolous conduct — because there were both men and women in the courtyard — but in no way because the presence of Jewish women violated the sanctity of the courtyard, Heaven forbid.
In this case, one of two things: either these individuals knew this Gemara*, and if so, how could they adopt the opposite behavior? Or they did not know it, and how can those who lack knowledge take a public stand so firmly when it concerns a hundred Jewish girls?
In the synagogue where my father-in-law, the Rebbe*, whose merit protects us, prayed, there were gatherings of girls on several occasions, including during his lifetime. And as I recalled in the preceding paragraph, if these people do not know the customs of the Chassidim*, they should ask questions and not take a stand. If, on the other hand, they do know them, how could they have taught the opposite?

...לצערי מוכרח הנני עוה"פ לתמי' במחילה בהנוגע להמעשה שקרה... והוא:
במענה לשאלתי לתכנית ואופן סידור כנוס תלמידים-ות הרשת ביום ההילולא...
ענו לי, לתמהוני הכי גדול, שאף שהתלמידים הנה תיכף לבואם הכניסום למחסן והתועדו אתם וכו', הנה התלמידות הסתובבו ממקום למקום משך כמה שעות, ובמילא הרי לא לבד שלא ניצלו הזמן לפעול עליהן ולקרבן יותר ליהדות לתורה ומצותי', אלא אדרבה נשאר רושם בלתי רצוי, וד"ל.
ולשאלתי איך לא הכינו מקום מתאים בשבילן מראש, ענו לי שהקס"ד הי' שיתאספו בבית הכנסת, אלא שלפתע פתאום קמו אחדים בקול צעקה ותרועה שבשום אופן לא יניחו להתלמידות להתאסף שם מטעמי... יראת שמים! ומטובו לברר בתור מרא דאתרא אצל הנ"ל א) איפוא נמצא מקור בנגלה או בחסידות להנהגה מבהילה זו. ב) מאין יש להם "כתפים רחבים" - ברייטע פלייצעס - לבטל מאה תלמידות מלשמוע דברי התעוררות ויראת שמים, כיון שאין הם רבנים מורי הוראה בישראל. ואין להם אלא להציע טענותיהם ולהניח הפס"ד להרב שבמקום. ג) הרי ידע אינש בנפשי' מצבו ביראת שמים, שלא תמיד בשוה הוא, והאומנם כשמרגישים בעצמם לפעמים ירידה, האם גם אז נזהרים מלהכנס במקום קדוש עד שיחזור בתשובה שלימה וכלשון הרמב"ם שיעיד עליו יודע תעלומות שלא ישוב לכסלה עוד, או כמבואר בתניא באגה"ת לרבנו הזקן. ד) גמרא מפורשת, סוכה נ"א ב', שנשים היו נכנסות לעזרה, ולא עוד שבראשונה היו נשים מבפנים ואנשים מבחוץ. ומה שתקנו גזוזטרא בשבילן הי' מפני שלא יבואו לידי קלות ראש, כיון שהשתתפו אנשים ונשים בעזרה זו עצמה, אבל לא מפני שבנות ישראל פוגעות בקדושת העזרה, ח"ו. וממ"נ: אם ידעו הנ"ל מגמרא זו איך עשו ההיפך. ואם לא ידעו מזה, הרי אנשים שחוסר ידיעה זו בהם, אין להם להורות הנהגה בפרסום ובתוקף, והנהגה שנוגעת למאה מבנות ישראל.
בבית הכנסת שבו התפלל כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע נשיא ישראל, ערכו איזה פעמים כנוס של תלמידות, וגם בחיי כ"ק מו"ח אדמו"ר בעלמא דין. וכנ"ל בסעיף שלפני זה, שאם אין הנ"ל יודעים מנהגי החסידים, עליהם לשאול, ולא להורות, ואם יודעים איך הורו לעשות ההיפך...
