To the participants in the annual meeting of the Rabbinical Association, may Hashem grant you long life,

Extensive greetings and blessings,

I am responding to the announcement of the meeting that the Rabbinical Association will hold, and I send you my blessing that it be dedicated to the Name of Hashem, so as to give rise to enduring actions, firmly established in the Torah* and that will become so in the world. May you succeed in adopting positive resolutions to strengthen Yiddishkeit*, study the Torah* with fear of Hashem, and observe the mitzvos* in the best possible way.

I would like to emphasize two points that the needs of the moment require us to consider with particular attention:

A) You know the damage and destruction caused by the Conservative and Reform movements, which do not recognize the Heavenly origin of the Torah* — more precisely, of its commentary, recorded in the Oral Law. Now, "what a scholar reveals (see note 1) in every generation was already given at Mount Sinai."

The manner of defining and regarding them is clearly expressed, without ambiguity, in our Torah*, Torah of life, and the Rambam* states it clearly in his Laws of Teshuvah*, chapter 3, paragraph 8.

Nevertheless, confusion reigns in people's minds in this generation of the "heel of Mashiach*" (see note 2). Those who seek to remove people from and divert them from the path of Hashem have therefore succeeded in deceiving several naive Jews, attracting them with false ideas that deny the existence of the Creator of the world, Who directs it.

However, even though those who act wrongly have taken this initiative, those who fear Hashem have become concerned, and Orthodox rabbis — among whom are members of the Rabbinical Association — have placed this matter as the question of the day on the table of kings, for "who are the kings? The Sages," servants of the King, King of kings, the Holy One, blessed be He (see note 3).

Thus is raised the question of this era, during which darkness is passed off as light and light as darkness. This question is the following:

Do those who observe the Torah* and the mitzvos* have the right to associate themselves with organizations (see note 4) that count among their members rabbis, in their capacity as such, who represent the Reform and Conservative movements — whether through individual participation, as is the case with the Rabbinical Committee of New York, or as an association, as in the Synagogue Council?

Such participation, beyond its intrinsic significance, also receives the following meaning, as thousands, tens of thousands of Jews in this country and abroad have already understood:

The Conservative and Reform movements are an integral part of the faith of Israel, Heaven forbid. They are not heterodox; they do not contravene the belief of Israel and its Torah*.

The need of the moment is therefore that all those participating in this meeting clearly affirm their position, in a decisive manner, before a broad audience, before the entire people. They will also send a communique to every place where they exercise their influence:

"How long will you have a vacillating position (see note 5)? We all have no opinion other than that of the rigorously authentic Torah*, the Torah* of Hashem."

To remain silent in this matter, or even to issue a halachic* ruling that is not decisive, will be interpreted — concretely and publicly — as permission to belong to these organizations and will embolden those who already do so.

And if your meeting had no other consequence than to repair this frightful and destructive situation, that would suffice.

B) It is gratifying to note the recent increase in the number of students in yeshivos*, elementary yeshivos*, and Talmud Torah* schools. In general, the current trend is toward an intensification of Torah* study.

Now, the regulations on compulsory schooling impose secular knowledge up to a certain age, but school programs also include disciplines that are considered less necessary. Certain institutions therefore reduce the study of these, under certain conditions.

If one takes into account the fact that the time devoted to sacred studies in the Talmud Torah* schools or elementary yeshivos* is by no means sufficient, one will understand the necessity of organizing a planned and vigorous intervention with the relevant authorities — if possible, the highest-placed ones, at the federal level.

One will state that, at the request of a certain number of parents and schools, the time devoted to the study of these subjects must be reduced, in order to be reserved for Torah* study.

In these years, the alarm, anxiety, and concern for the youth is considerable. It is urgent and essential to repair all of this. Now, most educators — and the best among them — consider that religiosity and the study of religion are, in such a case, a protection and a shield against misfortune (see note 6).

There is every reason to hope that such an intervention will be fruitful, if it is conducted with the appropriate energy, with actions and words emanating from the heart.

Nearly all the members of your organization direct a yeshivah*, a Talmud Torah*, or contribute to one. This problem is therefore close to their hearts, and they bear the responsibility for it.

And the result will be commensurate with the effort (see note 7).

With my respects and blessing, I conclude as I began, wishing you that your sacred activities be fruitful.

ה' עליהם יחיו

שלום רב וברכה!

במענה על הודעתם דבר הכינוס של איגוד הרבנים, הנני להביע ברכתי שיהי' כינוסם לשם שמים אשר סופו להתקיים בפעולות של קיימא, קיימא מן התורה - העומד להתקיים לעולם. ויצליחו בקבלת החלטות טובות בחיזוק היהדות, לימוד התורה ביראת שמים וקיום מצוותי' בהידור.

ובזה אעורר על שני ענינים, אשר צורך השעה דורש תשומת לב מיוחדת אליהם:

(א) ידוע ההרס והחורבן שגרמו התנועות הקונסרוטיוית והרעפארם, תנועות שאינן מודות בתורה מן השמים, התורה ופירושה, הוא - תורה שבעל פה וכל מה שתלמיד ותיק עתיד לחדש - שהכל ניתן למשה מסיני,

אשר אף שהגדרתן וענינן ברורים ומוחלטים בתורתנו תורת חיים, וכלשון הרמב"ם (הל' תשובה פ"ג ה"ח),

הרי, לרגלי בלבול המוחות בעקבתא דמשיחא, עלה בידי מסיתים ומדיחים מדרך הוי' - להוליך שולל כמה נפשות בישראל הולכות תום, על ידי פיתוים אשר יסודתם בדעות כוזבות וכפירה בבורא עולם ומנהיגו.

אבל, אף אם נבנו עושי רשעה - נדברו יראי הוי' איש אל רעהו ונתעוררו רבנים החרדים לדבר ה' וחברי איגוד הרבנים בתוכם להעלות על שולחן מלכים, מאן מלכי רבנן עבדי מלך מלכי המלכים הקב"ה, שאלת היום

- ומשקיפה גם שאלת התקופה, תקופת השמים חושך לאור ואור לחושך - והיא:

המותר לשומרי תורה ומצוה להשתתף בארגונים אשר בהם נכנסים גם ראבבייס בתור ראבבייס מייצגי תנועת וחוגי הריפורמים או השמרנים (קונסרוואטיבים), השתתפות בתור יחידים (וכמו בניו-יורק בארד אוו ראבבייס וכיו"ב), או השתתפות בתור ארגונים (וכמו בסינאגאג קאונסיל),

פעולה, אשר לבד ענינה מצד עצמה, אומרת היא

- וכבר מתפרשת כך על ידי אלפים ורבבות מבני ישראל במדינה זו ומחוצה לה -

אשר תנועות השמרנים והריפורמים הן תנועות בתוך מסגרת דת ישראל ח"ו, ולא מבחוץ למסגרת זו, וכפירה בדת ישראל ותורתה.

ודרישת השעה היא, אשר כל המשתתפים בכינוס יודיעו עמדתם ברורה ומוחלטת בקהל רב וקבל עם, וגם יפנו בקול קורא לכל מקום אשר השפעתם מגעת:

עד מתי אתם פוסחים על שתי הסעיפים, ואנו כולנו אין לנו אלא דעת תורת אמת לאמיתו, תורת הוי' האלקים.

כי שתיקה בהנוגע לענין זה, ואפילו ניסוח פסק דין בלתי מוחלטי ככל הדרוש,

מתפרשים בפועל ובפומבי - כהיתר ההשתתפות באירגונים האמורים ומוסיפים אומץ להמשתתפים.

ואילו לא בא כינוסם אלא לתקן מצב מבהיל הרסני זה - דיו.

(ב) עובדא משמחת היא, אשר בזמן האחרון הולך וגדל מספר תלמידי הישיבות, הישיבות הקטנות, הת"ת וכיו"ב. ואותותי' - תנועה בכלל להרבות בלימוד התורה.

והנה גזרת לימוד חובה מחייבת תכנית לימודי חול עד גיל ידוע. והתכנית כוללת בתוכה גם מקצועות שאין החוק מחשבם להכרחיים כל כך, שלכן מקצרים בהם במוסדות חינוך מסוימים בתנאים ידועים.

בהביא בחשבון, אשר מספר השעות המוקדש ללימודי קודש בת"ת, ישיבות קטנות וכו' - אינו מספיק כלל,

ההכרח לארגן השתדלות מסודרה ומסורה במשרדים המתאימים, ומה טוב

במשרדים הכללים הפעדעראלים, אשר על פי דרישת מספר מסוים של הורים או בבתי ספר מסוימים - ינכו מספר שעות מלימוד מקצועות האמורים ויוקדשו גם שעות אלו ללימוד התורה.

ובשנים אלו אשר רבה הבהלה ועמקה הדאגה למצבו המוסרי של הנוער, מצב הדורש תיקון דחוף רב ועיקרי. והדתיות ולימודי דת - הם, כהודאת רוב וטובי המחנכים, רסן ותריס בפני פורעניות ומצב זה,

סיכוים קרובים לודאי, אשר תצליח השתדלות זו כשתעשה במרץ ובפעולות ודברים היוצאים מן הלב.

והרי רובם ככולם של חברי האיגוד - מתפקידיהם העקריים - הנהלה או השתתפות בישיבה, ת"ת וכו',

ובעיא האמורה קרובה ללבם ואחראים הם עלי'.
