To the distinguished Chassid* who fears Hashem
and devotes himself to communal needs,

Greetings and blessings,
The content of your letter has been conveyed to me, in which you express surprise that in speaking with a certain Jew who, for the moment, is not yet among those who fear the word of Hashem, I discussed with him the subject of the reincarnation of souls (see note 1).
I am surprised by your surprise, for books published in many places deal with the reincarnation of souls. The early Sages mentioned this subject and made reference to it in their works, so that this concept no longer belongs to the deep teaching of the Torah*, to its hidden dimension. It is also discussed in the revealed dimension of the Torah*.
Moreover, only this idea of the reincarnation of souls makes it possible to answer immense questions that our brothers, the Jews of this era, may ask themselves — particularly the young, who observe what our people has recently undergone (see note 2). Now, this observation does not have a good influence on them, on their faith in Divine Providence and in the manner in which the Creator of the world directs it. Their observance of mitzvos* is also weakened as a result, as is known to all those who are in contact with the younger generation, particularly in the United States.
Every channel, every means that makes it possible to publicly disseminate the ideas of our holy Torah*, Torah* of life, must therefore be seized, to the fullest extent possible. Moreover, just a few generations ago, people avoided publishing words of Torah* in newspapers, for fear that these newspapers would not be put to good use and would be thrown into the street. By contrast, in the generation preceding ours, the great ones of Israel adopted this practice (see note 3). Thus there were Orthodox newspapers in Poland and in the Holy Land.
Likewise, my father-in-law, the Rebbe*, whose merit protects us, leader of Israel, had numerous Torah* commentaries printed in American newspapers, in the hope that these might reach one or two more Jews (see note 4), in order to bring them back to the truth and place them in a ray of light.
And it would truly have been desirable that all those who fear the word of Hashem go out into the street and teach Torah* to Jews there, without imposing preconditions upon them, without demanding that they observe the mitzvos* before gaining access to this study. Through such teaching, they would have saved many precious Jewish souls, would have brought them back to Hashem and to His Torah*, as quickly as possible.
Certainly, as you know, the Zohar*, as explained in various Chassidic* texts, particularly the holy Tanya*, states that "Torah* without love and fear of Hashem does not experience elevation." Nevertheless, one can observe that the approach just described — that is, the dissemination of our Torah*, Torah* of life, to all Jews who come to ask questions, providing them with the necessary clarifications with kindness and closeness — does indeed draw closer those to whom one addresses oneself, even if, of course, not all react identically.
You will also consult the Laws of Torah* Study of the Alter Rebbe*, author of the Tanya* and the Shulchan Aruch*, chapter 4, paragraph 3, in the Kuntres Acharon*, which states: "And it may be considered that the Rav must introduce himself..." (see note 5). You will see this text. And how much more so regarding ideas of Torah* that are well known but of which one does not have a perfect understanding. One therefore makes a wrong interpretation of them and arrives at a conclusion contrary to the truth.
I perceive in your letter that you share this surprise with several of your friends. I therefore ask you to convey to them the content of what has just been said. You will remind them, you will underscore to them, in particular, that:
Many Jews are drowning in the ocean of ignorance and this is the sole reason why many of them do not observe the mitzvos* in practice. In this matter, whoever can intervene but prefers to shut himself within his own four cubits, explaining to himself that he is in the right while they... (see note 6) incurs what the holy Zohar* states at various references, when it draws a distinction between the conduct of Moshe* our teacher after the Giving of the Torah* and that of Noach*, before this Giving (see note 7).
But in fact, there is no need, in this matter, to have recourse to the explanations of the holy Zohar*. It suffices to consider what is done when it comes to physical rescue. If someone passes by the bank of a river and sees a Jew drowning, it is clear that he will interrupt his studies and do everything in his power to save him. Now, if this is so for the salvation of the body, how much more must it be so for that of the soul.
I will add that even if it is not certain that the interlocutor will modify his behavior, when he studies Torah* — who can permit himself to condemn someone to death (see note 8) by asserting that he will not attain teshuvah*, Heaven forbid? There is at least a doubt on this matter, or in any case, the doubt of a doubt. And the Shulchan Aruch* rules that a question of life or death overrides every other consideration, even when there is a doubt, multiple doubts. This is written in the same Shulchan Aruch* that deals with the wearing of tefillin*.
May Hashem grant that you find the words to explain all of this to your friends, so that they modify the attitude they have held until now, that they put into practice the teaching of our Sages according to which "when one gathers together, disseminate" (see note 9), that they spread the wellsprings of the Words of the living Elokim*, until they reach the outermost places.

שלום וברכה!
מסרו לי תוכן מכתבו, בו מתפלא על אשר בשיחתי עם פב"פ מבני ישראל אבל לע"ע אינו מהחרדים לדבר ה', אמרתי לו מענין גלגול נשמות.
ומתפלא אני על פליאתו, כיון שענין גלגול נשמות כבר מדובר אודותו בספרים הנדפסים בכו"כ מקומות ובארוכה, ויסודתו בראשונים שלמדו עד"ז וגם הדפיסו בספריהם, עד שיצא מגדר לימוד פנימיות התורה נסתר דתורה, כי מדובר אודותו כבר בנגלה, ובפרט שרק ע"י ענין גלגול הנשמות יש אפשריות להסיר קושיות עצומות של אחב"י בזמננו זה, ובפרט של צעירי בני ישראל המתבוננים במה שעבר על עם ישראל בשנים האחרונות, ומשפיע עליהם לא לטובה בהנוגע לאמונתם בהשגחה פרטית ובהנהגת העולם ע"י בורא עולם, ועי"ז נחלשים בקיום המצות בפועל כו' וכו'. וכידוע לכל מי שבא במגע עם הדור הצעיר והנוער בארצוה"ב בפרט.
וכל שאפשר לו למצוא צנור ואופן שיתפרסמו עניני תוה"ק תורת חיים ברבים, החובה עליו לעשות את זה ככל האפשרי. ולא עוד אלא שבענין להדפיס ד"ת בעתונים, שלפני איזה דורות היו זהירים בזה כיון שחשש גדול שלא ינהגו כבוד בעתונים ויושלכו בחוצות, הנה גם בזה התחילו לנהוג גדולי ישראל בדור שלפני דורנו. וכידוע בנוהג העתונים החרדים במדינת פולין ובאה"ק ת"ו, וכן נדפסו כמה מעניני תורה ע"י כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע נשיא ישראל בעתונים באמריקה - ובלבד שיגיעו אפילו לאחד או לשנים מבנ"י ויעמידוהו על האמת ובקרן אורה.
והלואי היו כל החרדים לדבר ה' יוצאים בקריות חוצה ומלמדים את בנ"י תורה, מבלי להתנות אתם מקודם שתחלה יעשו לשומרי מצות ואח"כ ילמדום תורה, שע"י לימוד בפיזור בזה - היו מצילים כמה נפשות יקרות מבנ"י לה' ולתורתו בהקדם גדול.
ואף שידוע מאמר הזהר ומבואר בכ"מ בחסידות ומהם בתניא קדישא, אשר אורייתא בלא דחילו ורחימו לא פרחה לעילא, רואים אנו במוחש אשר הנהגה האמורה, והוא - להודיע מעניני תורתנו תורת חיים לכל הבא לשאול מבנ"י ובהסברה בספ"י וע"י קירוב, קרבו סו"ס את השומעים (אף שכמובן לא כל השומעים במדה אחת). ועיין ג"כ הלכות תלמוד תורה לרבנו הזקן - בעל התניא והשו"ע - פרק ד' סעיף ג' בקונטרס אחרון, וז"ל: וגם הרב יש לומר דצריך להכניס וכו' עיי"ש. ובפרט בהנוגע לעניני תורה שהם מפורסמים אלא שאין יודעים אותם על בורים ובמילא מפרשים אותם שלא כדבעי ובאים למסקנא הפכית מן האמת.
מרגיש אני במכתבו, שפליאה האמורה היא פליאה של כמה מידידיו, לכן בקשתי למסור גם להם תוכן האמור, והעיקר לעוררם ולהסבירם, אשר:
כמה מאחב"י טובעים בים הגדול של עם הארצות, וזוהי הסיבה היחידה שכמה מהם אין נזהרים בקיום המצות בפועל. וכל מי שיש בידו לעשות מה בזה ומסתתר בד' אמות שלו ומסביר זה לעצמו שהוא הוא הצודק והם הם כו', כבר נתבאר ענינו בזה"ק במקומות הידועים בחילוק שבין הנהגת משה רבינו לאחר מתן תורה - לבין הנהגת נח שהי' קודם מתן תורה. ובאמת אין צריכים להסברת הזהר הק' בזה , אלא במכש"כ וק"ו מהצלת הגוף, שאם הי' מי שהוא עובר על שפת נהר ורואה איש ישראל טובע בנהר - בודאי שהי' מפסיק משנתו ועושה כל מה שביכולתו להצילו מן הטביעה, ולא הי' שואלו אם מניח תפילין הוא בכל יום וכו'. ואם בהצלת הגוף כן הוא - עאכו"כ בהצלת הנשמה.
ועוד להוסיף שאפילו את"ל שספק הוא אם ישנה השומע דרכיו כשילמדו אתו תורה, הרי מי הוא זה ואיזהו שיכול לפסוק דיני נפשות על מי שהוא שלא יחזור בתשובה ח"ו, ועכ"פ ספק יש בדבר, ועכ"פ ס"ס, ופס"ד השו " ע הוא אשר עניני פקוח נפשות דוחים כל - אפילו על הספק וכמה ספיקות, והאמור כתוב באותו השו " ע שבו כתוב ג"כ ע"ד הנחת תפילין וכו'.
ויהי רצון שימצא אותיות הצריכות להסביר לידידיו את כל האמור, עד שישנו את הנהגתם דעד עתה, ויקיימו מרז"ל בשעת המכנסין פזר, להפיץ מעיינות דברי אלקים חיים עד שיגיעו גם חוצה.
