Greetings and blessings,
I do not know whether it will be useful to remind you once more of my conception. I will try, nevertheless, to do so very briefly:
A) In our era, particularly in your area, one can verify concretely that material sustenance is directly linked to spiritual sustenance (see note 1) — that is, to the number of students taking part in your classes, to the number of people praying in your synagogue.
B) I endeavor to encourage the members of your synagogue whom I know, so that they do everything in their power to develop it. But obviously, they are engaged in professional activity and are not devoted to a sacred mission. Their involvement in this matter therefore remains necessarily limited. This is not the case for one who carries out a sacred mission, for whom this (see note 2) must be the essential concern.
C) In addition to all of this, the approach of having others do one's work will apply only in the World to Come, as our Sages specify. And even then, it will apply only to the plowing of fields, but not to Torah* and mitzvos*.
D) Young rabbis, when they need to open a synagogue, make it their practice not to rely on a community member, even though they may use the influence he exerts, and expect him to be very active. Nevertheless, they themselves actually take the initiative. Moreover, they personally orchestrate the actions taken by these members and, from time to time, they encourage them.
E) Regarding your community, it turns out, beyond all natural expectation, that certain members are ready to do far more than one could have hoped. They ask you, they demand to participate in the actions. Such an attitude is, strictly speaking, the opposite of the norm.
To state my position even more clearly, I repeat what I have already told you several times. It is absolutely indispensable that you go visit the members of your community at their homes, or at least that you meet with them often. From this standpoint, a telephone conversation does not suffice, and still less an absence of exchange or an exchange that remains exceptional.
Obviously, the definition of the Rav as a "social worker" (see note 3), which has been adopted in the United States, does not suit me at all. Nevertheless, you cannot wait, in order to strengthen and develop your synagogue, for this definition to evolve in this country.
It is therefore indispensable that you visit the neighbors of the synagogue, that you meet with them, that you ask them to come take part in classes and in the synagogue. But in what case will this effort on your part bear fruit? When you understand that this is your true good, even more than that of the community members.
You know the Chassidic* saying (see note 4) pronounced by the Alter Rebbe*, according to which one can learn the manner of serving Hashem by observing the behavior of a thief. Indeed, the Mishnah* says: "Who is wise? One who learns from every person." In this case, even if one does not succeed the first time, one will try again and again (see note 5).
May Hashem grant that these few lines suffice, that you inform me that you are absorbed in your activities regarding everything that concerns the synagogue, including those that will not yield immediate results. Moreover, you will tell me that you do all of this with joy and enthusiasm, without melancholy.
May Hashem grant you success.

... איני יודע אם תהי' תועלת נוספת במה שאכפול עוה"פ נקודת השקפתי בזה, ובכל זה אנסה בקיצור נמרץ, והוא:
שבימינו אלה, ובפרט אצלו, נראה במוחש שפרנסתו הגשמית ופרנסתו הרוחנית היינו מספר מושפעיו לוקחי חבל בשמיעת שיעורים, ריבוי מספר המתפללים בביהכ"נ, וכיו"ב, תלויות זו בזו.
ב) אף שמשתדל אני לעורר גם בע"ב מביהכ"נ שלהם שמכיר אני אותם לעסוק בהתפתחות ביהכ"נ, מובן שהם בע"ב ולא משרתים בקדש, שמזה ברור שפעולותיהם בשטח זה מוגבלות, משא"כ למשרת בקדש שזה עיקר ענינו.
ג) נוסף על כל זה בכלל ההנהגה דמלאכתו נעשית על ידי אחרים, כפי המבואר ברז"ל היא הנהגה דלע"ל, וגם זה רק בהנוגע לחרישת שדות וכו' ולא לענינים הקשורים בתורה ומצות.
ד) נוהגים הרבנים הצעירים שבמצב כשנזקקים לפתח ביהכ"נ שאין סומכין בזה על איזה בע"ב שיהיו אף שמשתדלים לנצל השפעתו ולעוררם לעשות בזה ביותר וביותר אבל הם הנוטלים חלק בראש, ואפילו בפעולות הנעשות ע"י הבע"ב הם העומדים אחורי הפרגוד ונותנים זריקות מזמן לזמן.
ה) בהנוגע לקהלתו, הנה אירע למעלה מדרך הטבע שאיזה מהבע"ב מוכנים לפעול יותר ממה שאפשר הי' לקוות מהם, והם המעוררים ודורשים מאתו שישתתף הוא בפעולות, שזהו היפך הגמור מהנהגה שצריכה להיות, ולהבהיר המצב לבאר דעתי עוד יותר הנני חוזר את מה שאמרתי לו איזה פעמים שמההכרח הכי גדול שיבקר בבתי בע"ב או עכ"פ שיפגש עמהם לעתים קבועים, ואין מספיק בזה דבור טלפוני ועאכו"כ שגם דבור זה אינו או שהוא לעתים רחוקות ביותר, ואף שמובן שאין דעתי נוחה כלל מהנהגת ארצוה"ב שהרב הוא א סאשעל ווארקער, אבל מובן ג"כ שאין לחכות בחיזוק והרחבת ביהכ"נ שלהם עד שתשתנה הנהגה זו דארצוה"ב, ולכן מוכרח שיבקר ויפגש עם שכני ביהכ"נ לעוררם לבא להשתתף בהשיעורים בביהכ"נ כו' וכו'. ובמה דברים אמורים שיהי' זה בהצלחה כשיוקלט אצלו הרעיון שזהו טובתו האמיתית עוד יותר מאשר טובתם של הבע"ב, וכבר ידוע הפתגם החסידותי מדברי רבנו הזקן, שמה שלומדים בדרכי עבודת השם מהנהגת גנב, וכמאמר המשנה איזהו חכם הלומד מכל אדם, שאף שבפעם הראשונה אינו מצליח בכ"ז מנסה עוד פעם ועוה"פ.
ויהי רצון ששורותי אלה המועטות בכמות תספיקנה ויודיע אז ער האט זיך אריינגעווארפען בהעבודה בכל עניני בית הכנסת אפילו אלו שאין מתן שכרם בצדם תיכף און האט זיך אריינגעווארפען בשמחה ובטוב לבב און אן מרה שחורה, והשי"ת יצליחו.
