To the members of the committee of Kfar Chabad,

in our Holy Land, may it be restored and rebuilt,

may Hashem grant you long life,

I greet you and bless you.

I received the reports of the meetings of the 27th of Iyar, 16th of Sivan, 1st and 10th of Tammuz, which followed a particularly long interruption. You yourselves have surely received my letter of acknowledgment and my response to the previous report. You will respond, in detail, to all the questions posed therein that have not yet received a response. I thank you in advance.

You have managed to obtain an additional train stop at Kfar Chabad. You should therefore pursue the opening of a post office branch, stipulating from the outset the condition that it be closed during Shabbos* and the festivals, including for telegrams and without any possible exception. If it is not possible to obtain such assurance in this matter, you will abandon this effort for now.

I have already emphasized several times — but it seems that this is not sufficient — that every construction at Kfar Chabad must be carried out with the greatest urgency. Obviously, the sluggishness that has been observed until now must be totally proscribed, even if there exist various means of justifying it. Indeed, of what use will these explanations and arguments be if, in the end, concrete action is lacking?

I specify all this in relation to the news that the Jewish Agency has given its agreement for an internal road (see note 1) to be established. How much more does all of this apply to the shul*, the mikveh*, and even the individual homes.

I do not know the exact cost of a Chassidic farbrengen*. Nevertheless, a sum of thirty Israeli liros for that of the luminous day of the 12th of Tammuz (see note 2) seems quite modest. Moreover, such farbrengens, if they are well organized, bring their own reward immediately, including in the material domain, and additionally, in time, in spiritual concerns.

In any event, I contribute my part, to the extent that has been stated, and if the entire financing of this celebration has already been found, I will give this amount, without making a vow, for the next farbrengen — on the condition that the committee of the Kfar gives, for its part, a sum of an equivalent amount (see note 3).

A final point, but one that should be among the first: my emissaries (see note 4), young men of Chabad, will arrive soon and spend some time in the Holy Land, may it be restored and rebuilt by our righteous Moshiach*.

They will spend two weeks at Kfar Chabad, where "Hashem has commanded the blessing — life for all eternity." The committee will surely do everything in its power — if possible, appointing persons charged with implementing all of this (see note 5) — so that their stay at Kfar Chabad conforms to the purpose assigned to it. That is, they should be able to study there in tranquility, as what concerns meals and lodging will be suitable; they should participate in Chassidic farbrengens and repeat Chassidus* there.

I would be pleased to learn, with appropriate detail, the names of the persons who have been charged with organizing all of this and who have already begun to do so.

With my blessing for considerable success in the development of Kfar Chabad, quantitatively and qualitatively, in the fitting manner,

לאחרי ההפסק הכי ארוך נתקבלו הפ"כ של האסיפות דכ"ז אייר, ט"ז סיון, א' ויו"ד תמוז, ובטח קבלו מכתב אישור ומענה על הפ"כ הקודם ויענו על השאלות אשר בו שלא נענו בפ"כ הנ"ל ובפרטיות, ות"ח מראש.

וכיון שהצליח בידם הענין דעכוב הרכבת הנוספת בכפר חב"ד צריך הי' להתענין בהנוגע לפתיחת סניף מהדואר, בתנאי מראש שיהי' סגור בשבתות וימים טובים, וכוונתי בזה אפילו בהנוגע למברקים ומבלי כל היתרים, ובאם אי אפשר להיות בטוח בזה אין כדאי להשתדל לע"ע.

כבר עוררתי כ"פ, אבל כנראה שעדיין אינו מספיק, והוא שבהנוגע לכל הבני' שבכפר חב"ד נחוצה זריזות הכי גדולה ואצ"ל שמופרכת בתכלית התרשלות שהיתה בזה עד עתה, אף שיש למצוא כמה סיבות לה, ומה יועילו התירוצים והסברות אם סו"ס חסר הפועל, ומעורר הנני עד"ז בקשר עם הידיעה שאשרו הסוכנות לסלילת כביש פנימי וכ"ש וק"ו שככל האמור לעיל בהנוגע לבנין בית הכנסת ולהבדיל בית הטבילה ואפילו בנינים הפרטים...

אף שאינני יודע פרטי ההוצאות הקשורים בהתועדות, אבל לכאורה הסך 30 ל"י להתועדות דיום הבהיר י"ב תמוז פעוטה ביותר, ובפרט שהתועדויות כאלו אם רק תסודרנה כדבעי, מובן שכרו בצדו ועל אתר גם בענינים גשמים ועאכו"כ בהנוגע לאחר זמן ועאכו"כ בהנוגע לענינים רוחנים, ובכ"א משתתף הנני ג"כ בסכום האמור ואם כבר נמצאו כל האמצעים הדרושים לממון החגיגה האמורה, אכניס בל"נ סכום זה להוצאות התועדות הבע"ל, ובלבד שיהי' לירה נגד לירה הניתנה ע"י ועד הכפר.

ולאחרונה, אף שענין זה הוא מהראשונים, שבקרוב יגיעו שלוחי אברכי חב"ד שליט"א לשהות באה"ק ת"ו ע"י מ"צ למשך זמן; ובזמן זה כשבועים בכפר חב"ד אשר שם צוה ה' את הברכה חיים עד העולם, ובודאי יעשה הועד כל התלוי בו, ומה טוב ע"י מינוי מתעסקים מיוחדים לתכלית זו בכדי שתוכל להיות שהותם בכפר חב"ד מתאימה להמטרה שיוכלו ללמוד שם במנוחה ע"י הסידור דעניני אש"ל כדבעי, להשתתף שם בהתועדות לחזור דא"ח וכו', וינעם לי להודע בפרטיות הדרושה שמות האנשים שנתמנו לסדר ענין זה ואשר כבר התחילו בפעולה.

בברכת הצלחה מופלגה למילוי עבודתם בקדש, התפתחות כפר חב"ד הן בכמות והן באיכות וככל הדרוש.
