I greet you and bless you.
I am responding to your letter from the fast of the fourth month (see note 1), which will soon be transformed into joy and gladness. You describe the activity of your branch of the Agudah youth in your city. You attract the greatest number of young people to Torah and mitzvos*, which requires the use of various means that are open to question, inasmuch as they are excluded by certain circles.
Such questions depend entirely on the conditions of the place and the era, on the reaction of the people on the spot, which can evolve from one era to another. Thus our Sages say, in tractate Yoma 86a: "Rav says: For my part... this teaching is specific to the place." And the context elaborates on this idea: "Ravina says: Masa Mechasia is a place where they demand..." Why does Ravina offer this specification? Is it not known to all the inhabitants of Masa Mechasia? What new idea does he thereby introduce? One must conclude that in such a case, deep reflection is necessary to determine whether those who demand are representative of the city or whether those who do not demand are. All of this is self-evident.
The same applies to the question you pose, especially since you find yourself in a city that is the symbol of a certain way of life. A modification in the direction of leniency therefore represents a great responsibility. However, one must not adopt the position of being systematically stringent in cases of doubt. Indeed, this stringency could diminish the number of young people who receive your influence. In this matter, you should therefore consult those in your city who know how to keep a secret and are familiar with local conditions. Indeed, it is said that "salvation comes through many counselors."
In education and, more generally, in communal work, there is a fundamental difference between one who trains persons who will in turn train others, and one who limits himself to training others. This difference is not only quantitative but also qualitative.
In this instance, Divine Providence has placed you in a ray of light and has granted you the possibility of influencing young Jews. You must train those who will in turn train others, to the fullest extent possible. However, if you are not certain that you have fulfilled your obligation, one must, without the shadow of a doubt, adopt a stringent position to the fullest extent possible, for every addition to Torah and mitzvos is the true good and leads to intensifying action, for oneself and for one's fellow.
It has already been explained in various places, based on a commentary of the Arizal*, that in these final generations it is permitted — and it is even a mitzvah* — to reveal this Wisdom (see note 2), as Iggeres HaKodesh* of the Alter Rebbe* specifies in chapter 26. In our era, many make darkness pass for light and light for darkness. It is therefore not merely a matter of revealing this wisdom. In fact, the study of Torah and the practice of mitzvos in the fitting manner depend on this (see note 3).
With time, and sometimes also by changing location, one can consider that this way of acting conditions the study of Torah and the practice of mitzvos in general. Indeed, unusual winds blow in the world. This is particularly the case for young people who leave the confines of the beis midrash* and the shul* to go out into the world, or even for those who leave their parents' home to go outside.
You should also consult the Kuntres Etz Chaim* of the Rebbe Rashab* and the letter of my father-in-law, the Rebbe, appearing in its introduction. It is therefore indispensable to fix a time for the study of Chassidus*. This fixing should be both in time and in the soul. You should adopt its customs and practices. Such a fixing is indispensable not only for those who must train disciples who will train others in turn, but truly for every Jew.
May Hashem grant that the promise be soon fulfilled: "All shall know Me, from the smallest to the greatest."

במענה על מכתבם מצום הרביעי, יהפך במהרה לששון ולשמחה, בו כותבים אודות אופני עבודתם בסניף הנוער האגודתי אשר במחנם הט' בשביל להמשיך מספר יותר גדול של הנוער לתורה ומצותי' שיש בזה כמה ענינים שההשתמשות בהם מוטלת בספק כיון שמופרכים הם ע"פ השקפת חוגים ידועים.
והנה בשאלות כמו אלו ההחלט תלוי בתנאי המקום והזמן ותגובת הצבור על אתר שבכ"ז חלים שינוים מזמן לזמן והוא ע"ד הוראת רז"ל (יומא פו, א) אמר רב כגון אנא כו' לא שנו אלא באתרא וכו', ומובן עוד יותר ע"פ ההמשך שם, אמר רבינא ומתא מחסיא אתרא דתבעי, שלכאורה אינו מובן למה הוזקק רבינא להודיע עד"ז כיון שצריך הי' להיות ידוע לכל דרי מתא מחסיא ומה מחדש בזה, שזה מכריח לומר שאפילו בכגון דא צריך התבוננות מעמיקה בכדי לדעת אם אותם דתבעי הם המייצגים את העיר או אותם דלא תבעי, וק"ל.
- וככל הדברים האלה הוא בהנוגע לשאלתם ובפרט שנמצאים הם בעיר המשמשת דוגמא של סדר חיים מסויימים, ולכן האחריות גדולה יותר בשינוי לצד שמאל, ולאידך גיסא אין להשתמש בזה בההוראה שכיון שספק בדבר יחמירו, כיון שחומרא זו עלולה למעט מספר הנוער שיהיו בהשפעתם, ובענינים כגון אלו מהנכון שיתייעצו עם אחדים בעלי סוד הנמצאים במחנם ויודעים התנאים שם וכבר נאמר ותשועה ברוב יועץ.
נקודה כללית בשטח החינוך ותעמולה בכלל שחילוק גדול בין טופח ע"מ להטפיח, וטופח סתם, והוא חילוק לא רק בכמות אלא גם באיכות, ועפ"ז מובן, כיון שהשגחה העליונה העמידתם בקרן אורה שיכולים להשפיע על הנוער דבני ישראל, עליהם להיות טופח ע"מ להטפיח ככל הדרוש, אלא שבכגון דא במקום ספק אם יצאו כבר ידי חובתם יש להחמיר בלי פקפוק כיון שכל הוספה בתורה ומצותי' טובה באמת ומביאה להוספה בפעולות בהנוגע לעצמו ובהנוגע לזולתו.
כבר מלתי אמורה בכ"מ מיוסד על מאמר האריז"ל אשר בדורות אלו האחרונים מותר ומצוה לגלות זאת החכמה (ראה אגה"ק לרבנו הזקן סי' כ"ו) אשר בתקופתנו שרבו השמים חשך לאור ואור לחשך, אין זה רק ענין של גילוי זאת החכמה אלא שבזה תלוי לימוד התורה וקיום המצות כדבעי ובהשתלשלות בזמן, ולפעמים ע"י שינוי ממקום למקום, יש מקום לומר שבזה תלוי לימוד התורה וקיום מצותי' בכלל כיון שרוחות אי מצויות מנשבות בעולם, ובפרט בעולמם של הנוער היוצא זה עתה מכותלי בית המדרש ובית הכנסת לאויר העולם, ואפילו בעולם הנוער היוצא מכותלי בית הוריהם לחוץ (וראה ג"כ קונטרס עץ חיים לכ"ק אדמו"ר מוהרש"ב ובהמכתב שם לכ"ק מו"ח אדמו"ר בהמבוא), שלכן הכרח הכי גדול לקבוע עתים ללימוד תורת החסידות קביעות בזמן וקביעות בנפש והליכה בהדרכותי' ומנהגי', וקביעות זו מוכרחת לא רק לאלו שהם צריכים להיות טופח ע"מ להטפיח אלא לכאו"א מבני ישראל.
ויהי רצון אשר במהרה יקוים היעוד כולם ידעו אותי למקטנם ועד גדולם.
