Greetings and blessings,
I have duly received your letter of 3 Kislev*, whose delivery was somewhat delayed. I enclose herewith a chassidic* discourse (see note 1) that was the subject of public study here during the Shabbos* that blessed the month of Kislev* — that is, at the beginning of the recent events (see note 2). You will find in it my response and also my view concerning the various subjects you raised in your letter.
I would like to add that in my opinion, it is, of course, an erroneous conception to think that when particular events occur, it is not the time to discuss the points we mentioned in our previous correspondence — in the letters you addressed to me and in my replies.
Quite the contrary: if, ordinarily, when the situation is normal, the Torah* and mitzvos* are indispensable for the individual and for the community, for our entire people, the Children of Yisrael* — how much more is this so when the normal way of life is called into question, especially in so radical a manner, one that even raises the issue of survival.
Our Torah* delivers the following original teachings (see note 3) regarding an army in wartime:
A) Soldiers must not fast, not even as a form of prayer to obtain victory in war. For they thereby weaken the body that must carry out the battle. By contrast, they may, during the war, pledge to fast afterward, once victory has been achieved and peace restored.
B) It is proper, in addition to regular practices, to add holiness to a military encampment, even outside wartime. In other words, a state of war demands an additional effort, a particular attention to the observance of the Torah* of life, which was given to us by "Hashem, Man of war, Hashem is His Name." Upon this depends victory in battle — even in a war for which the Torah* endorses the necessity of an army, forces, and equipment.
Naturally, you are right to write that in such a period it is not appropriate to mention sins (see note 4), Heaven forbid. This is not the case, however, for the formulation of reproaches, as you claim. On the contrary, during war and more generally in a military encampment, these are particularly necessary.
And the difference (see note 5) is quite clear. In recalling sins, one refers to the past. In formulating reproaches and specifying the conduct that should be adopted, one takes into account the present and the future.
Regarding the army, the fundamental point of military conduct and warfare in general is submission — the complete obedience of the lesser to the greater, of the subordinate to the superior. This attitude does not result from a prior analysis enabling comprehension of the order received, an intellectual approach. In fact, it is based on the principle (see note 6): "We will do and then we will understand." For someone like you, it is surely unnecessary to spell out this image.
Basing myself on the promise that "the many waters... and the rivers..." (see note 7) cannot extinguish the love of the Holy One, blessed be He, for Yisrael* — as well as the deep and essential love of every Jew, man and woman, for Hashem — I express the wish that this love be revealed concretely.
In practice, it is certain that the eternity of Yisrael* will be revealed — from narrowness and anguish to true expansiveness. Whoever has received from Divine Providence the ability to influence others possesses the merit, the responsibility, and all the great powers necessary for this.
I send you my blessing for days of Chanukah* that will illuminate the darkness of the night and of the exile. In this way, we will obtain the fulfillment of the promise that we may "praise and exalt His great Name" in the third Beis HaMikdash*, at our true Redemption, through our righteous Moshiach*.

מכתבו מיום ג' בכסלו, שנתאחר קצת דרך הילוכו, נתקבל. ומוסג"פ מאמר שלמדו כאן ברבים בשבת מברכים חודש כסלו, היינו התחלת המאורעות של השבועות האחרונים, אשר בו ימצא מענה וגם השקפתי על כמה מהנקודות שנגע בהן במכתבו.
ורצוני להוסיף, אשר הגישה שבזמן מאורעות מיוחדים אין השעה מתאימה להשתדלות באותם הענינים אשר אודותם דובר במכתבינו הקודמים, מכתביו אלי והמענה שלי, מובן שאין היא נכונה לדעתי, ואדרבה, כי אם בימים כסדרם כשהעולם כמנהגו נוהג, ענין התורה והמצוה חיוני הוא להפרט וכן להכלל דעמנו בני ישראל, על אחת כמה וכמה בשעת הפרעות בסדר החיים ופשיטא כשההפרעות הן עקריות ומשפיעות על עצם בעית הקיום.
ואופייניות הן הוראות תורתנו*, אשר בצבא בעת מלחמה: א) אין על אנשי הצבא להתענות אפילו לא בתור תפלה לנצחון המלחמה - כיון שזהו מחליש כח הגוף שעל ידו מתנהלת המלחמה, (אבל במקום זה: בעת מלחמה מקבלים ע"ע תענית להתענות לאחרי הנצחון והשלום). ב) צריך להוסיף קדושה במחנה הצבא, וגם שלא בעת מלחמה , נוסף על הנוהג בחיים הרגילים במלים אחרות, אשר מצב של חירו[ם] דורש הוספה וזהירות יתרה בשמירת תורת חיים, שניתנה לנו על ידי ה' איש מלחמה ה' שמו, ובזה תלוי הנצחון של המלחמה אפילו במלחמה כזו אשר גם ע"פ תורה נזקקים לחיל ולכח ולרכב.
פשיטא אשר צדק בכתבו שבימים כאלו אין משמיעים הזכרת עוונות, ח"ו, אבל אין כאן הענין בהנוגע למה שכותב אודות תוכחת מוסר, שאדרבה בעת מלחמה ובמחנה צבא בכלל - ההכרח בזה גדול יותר.
והחילוק פשוט: הזכרת עוונות - ה"ז ענין שבעבר, תוכחת מוסר והוראת דרך חיים - ענינה ההוה והעתיד.
ובנוגע לצבא - הרי הנקודה היסודית של הנהגת מלחמה והנהגת צבא בכלל, היא נקודת הקבלת עול ומשמעת מוחלטת של הקטן כלפי הגדול ושל הנמצא למטה לגבי הנמצא למעלה ממנו, משמעת שאינה נובעת מדיון קודם עד שמבין הפקודה והענין בשכלו הוא, אלא דוקא משמעת שיסודה הקדמה נעשה לנשמע. ובודאי לדכוותי' אין צורך בביאור נוסף ע"ד הנמשל.
ומיוסד על ההבטחה אשר מים רבים ונהרות גו' לא יוכלו לכבות את האהבה של הקב"ה לישראל וכן לא את האהבה הפנימית והעצמית של כל אחד ואחת מבני ישראל להקב"ה, יהי רצון שתתגלה אהבה זו בפועל, ובהנוגע לפועל, אשר אז בודאי נצא בתוך כלל ישראל מן הדוחק והמיצר להמרחב האמתי. ובודאי אשר כל אחד שההשגחה העליונה חוננה אותו בכח השפעה, זכותו בזה וגם אחריותו וגם הכחות שניתנו לו על זה, גדולים ביותר.
בברכה לימי חנוכה מאירים את חשכת הליל והגלות, עדי נזכה לקיום היעוד להודות ולהלל לשמו הגדול במקדש השלישי בגאולתנו האמיתית על ידי משיח צדקנו ובהוקרה.
