Greetings and blessings,

I have duly received your letter from motzaei Shabbos*. You make reference to the Yeshivas Tomchei Temimim* in your city. Now, according to the Halachah*, as you know, one who finds himself in a case of oness* (force majeure) is indeed exempt from acting; but nevertheless, he cannot be considered as if he had actually performed the action (see note 1). One can verify in practice that this is indeed so. Likewise, you know that "priority must be given to the poor of your city" (see note 2).

It is therefore quite evident that you were granted, from the outset, the capacities and strengths necessary to act in this domain and to obtain a concrete result. It follows that this is by no means a situation of oness* (see note 3), and everything depends solely on your will.

However, one distinguishes between the superficial part of the will and its deep dimension. Now, one can observe that your will, until this day, has proven ineffective. No doubt you have therefore mobilized only its superficial part. One must, consequently, engage its deep dimension. In this way, it is certain that you will succeed.

No doubt you will take advantage of the days of Purim* in your city to also spread the wellsprings (see note 4) to the outside.

מאשר הנני קבלת מכתבם ממוצש"ק, ובמ"ש בהנוגע לסניף תו"ת אשר במחנם הט', כבר ידוע הדין אשר אפילו דאניס רחמנא פטרי' הרי כמאן דעביד לא אמרינן, וכנראה זה גם במוחש, כן ידוע שעניי עירך קודמין...

פשוט אשר מראש ניתנו להם היכולת והכחות לעשות בזה באופן שיבא לידי פועל (שמזה מובן ג"כ שאין בזה אונס) ואין הדבר תלוי אלא ברצונם, אלא שכיון שגם ברצון ישנו חיצוניות הרצון ופנימיות הרצון ורואים שהרצון דעד עתה לא פעל, בטח לא רתמו (ניט איינגעשפאנט) בזה אלא חיצוניות הרצון, ומוכרח שיהי' נוגע לפנימיות הרצון ואז יצליחו...

בודאי ינצלו ימי הפורים במחנם הט' גם להפצת המעינות חוצה.
