may Hashem grant you long life,

Greetings and blessings,

I have learned that most of the charitable funds (gemachim*) in the Holy Land can receive assistance, presumably in the form of capital for granting loans, from one of the government agencies — for example, the Ministry of Social Affairs.

It seems that the conditions are easy to fulfill. It is sufficient to demonstrate that the charitable fund is managed in an equitable manner. I am surprised to note that you appear to have no knowledge of these provisions. In any event, it is important that you look into this as quickly as possible. Indeed, this could significantly increase your capacity to grant loans.

I had a visit from Mr. Moshe Yafe, of Manchester, who comes from a Chassidic* family and currently resides in Jerusalem. He is involved in a program for the construction of a building for the Chief Rabbinate. He declared himself ready to assist the charitable funds of Chabad*, to the extent of his means. It would be good for you to contact him in the appropriate manner.

Please inform us here of the steps you have taken. The sooner you write, the more details you provide, the better.

נודעתי אשר רובא דרובא של קופות הגמ"ח אשר באה"ק ת"ו, אפשרי שיקבלו תמיכה (כנראה הכוונה שיתנו להם סכום בתור קרן להלואות מאיזה משרדים אשר באה"ק ת"ו כמו משרד הסעד וכיו"ב, וכנראה התנאים שהם מתנים קלים הם, ותוכנם שיהיו בטוחים שהגמ"ח מתנהל ע"פ יושר וכיו"ב, ולפלא שכנראה עד עתה אין ידוע להם מזה, ועכ"פ נחוץ שבהקדם יתענינו בפרטי הענינים, כיון שאפשרי שתגדל עי"ז במדה מרובה היכולת שלהם ליתן הלואות.

כן כפי השמועה אין סתירה באם יפנו בבקשה זו כמה קופות גמ"ח מחב"ד, באם יהיו בעיירות שונות.

כשביקר כאן מר משה יפה שי (ממנשסתר מגזע אנ"ש) הדר עתה בירושת"ו וקשור עם התכנית לבנין בשביל הרבנות הראשית דבר עד"ז והביע נכונותו לסייע לקופות גמ"ח אנשי חב"ד כפי יכולתו, ולכן טוב שיתקשרו עמו באופן המתאים, ובודאי גם יודיעו לכאן אודות הצעדים שנקטו בכל האמור וכל ההקדם בזה והפרטיות בכתיבה לכאן - ה"ז משובח.
