Greetings and blessings,

I am somewhat surprised to observe that, until now, the institutions of your city have been directed according to a single opinion. It is obvious that this cannot be so — not only according to the Torah, but also according to elementary logic.

Who is greater, for us, than Moshe our teacher? Yet you know what our Sages say about him, and you should consult, on this subject, the Midrash* Rabbah, the Tanchuma*, at the beginning of Parshas* Pekudei, the Rema*, and the Beis Chadash*, Yoreh Deah, chapter 257.

I see, in your letter, one point that will be rectified, and I therefore have good hope that the same will be true, as soon as possible, for the other points. This will surely strengthen the good rapport and multiply the blessing.

...לפלא קצת שכנראה עד עתה היו מוסדות ב... שהתנהלו על דעת עצמם של יחיד, שמובן שאין לזה כל מקום, לא רק ע"פ תורה בכלל, אלא גם בשכל הפשוט, ומי-לנו גדול ממשה רבנו, וידועה דרז"ל (מדרש רבה ותנחומא ריש פ' פקודי. רמ"א, וב"ח ביו"ד סי' רנ"ז. עיי"ש). וכיון שקורא אני במכתבם שנתתקן הדבר בהנוגע לה... תקותי חזקה שגם בשאר הענינים יתוקן בהקדם האפשרי. ובודאי יתוסף עי"ז בקירוב הלבבות ותוספת הברכה וכו'.
