To the Rav, distinguished Chassid* who fears Hashem*,
devotes himself to communal needs,
of manifold accomplishments, Rav Shlomo (see note 1),

Greetings and blessings,

I have duly received your letter of 23 Nissan*, with its enclosure. You tell me that you organized a Chassidic farbrengen* on Pesach* and I am pleased by this. Likewise, before the festival, all the teachers participated in a fruitful gathering. No doubt the success you achieved in all of this will awaken in you new forces for the future. Moreover, Chassidus* explains (see note 2) that it is easier to serve Hashem in summer than in winter.

This is especially the case from the beginning of the time of our freedom until that of the receiving of our Torah*. During this period, indeed, to each day corresponds a specific mitzvah* — the counting of the Omer*. Moreover, the mitzvah of the previous day continues into the next, since one says "two days of the Omer" and not "second day," so that each preceding mitzvah adds strength to the fulfillment of the other six hundred and twelve, in accordance with the statement of the Mishnah*: "One mitzvah leads to another."

You raise the question of Tefillin*. You must explain that this is not merely a means of better fulfilling the mitzvah, but rather the entire difference that can be made between kosher* Tefillin and those that are not. Very often, an external examination suffices to make such a distinction. One need only observe the parchments and the housings. How much more so could this be established by conducting a thorough examination — bearing, for example, on the competence of the sofer*. This is self-evident.

If it is possible to translate my letter addressed to all on the occasion of the festival of Pesach (see note 3) into the language of the country — producing a good translation, faithful to its content, in a style and with grammatical turns that will make a good impression on the readers — it would be wise to consider it, even if this entails a cost. Naturally, the same would apply to the other general letters, if you find a good translator. Perhaps it would be wise to publish a brochure of these general letters, including at least one for each festival of the year. You will therefore reflect on all of this, in light of the conditions of the place and of the people. May Hashem grant that in this as well, you achieve success.
