To the members of the committee of Kfar Chabad*,
may Hashem* grant you long life,

Greetings and blessings,

During the discussions that took place here in recent weeks, several points were brought to my attention and I am surprised not to have learned of them through you. In particular, these are the following:

A) Last year, the village of Batil was fenced. I would like to know what terrain was fenced. Does it include the old village, the second side? I have just now been informed that after the work began as customary, the master of the place, Rav S.Z. (see note 1) Shlita*, proposed to arrange this fence so that it would also serve as an Eruv* (see note 2). This proposal was accepted with goodwill and this is indeed what was done.

B) In the course of recent years, the members of the committee or responsible persons of Kfar Chabad have been asked to prepare for the approaching Shemittah* year (see note 3). Yet those who initiated these interventions consider that nothing has been done in this matter, whereas throughout the entire Holy Land*, it is known that Shemittah is fully observed in places such as Komemiyut or Chafetz Chaim, where preparations begin from the end of the preceding Shemittah. Certainly, it is useless to complain about the past. However, these preparations can begin immediately. The responsible persons of Komemiyut or Chafetz Chaim will surely communicate to you all the necessary information.

C) I spoke here with Rav A. Dreizin, and residents of Kfar Chabad wrote to me about the formation of artisan cooperatives — for example, for knitting. I was told that the difficulty lay in the necessity of an initial investment that no one could afford individually.

Naturally, I am surprised by this explanation, for there are surely several banks that can grant loans in such cases. However, all of this was not perfectly clear to me (see note 4). Then, last week, I was told unambiguously that Bank HaPoalim does indeed grant such loans, on condition, of course, that the amount be entirely invested in this activity and that the persons be capable of assuming it, at least to a certain extent — that they be capable of sustaining such an activity.

Perhaps the committee of the Kfar will need to serve as guarantor, but this is possible as well. Moreover, the organization of these cooperatives will naturally be useful also for what is discussed in paragraph B, regarding Shemittah.

I am surprised not yet to have received detailed news of the reception (see note 5) and the gathering. Perhaps the responsibilities were divided, so that each one defers to the other. I have already said that in such a case, duplications are preferable to a total absence.

With my blessing to convey good tidings of all of this, and that the Kfar achieve success in everything that concerns it, in both the communal and personal dimensions,

במשך השיחות שהין כאן בשבועות האחרונים נתבררו לי איזה נקודות. ולפלא שלא שמעתי מהם עד"ז, ומהם:

א) אשתקד בעת שהגדירו (איזה שטח הגדירו? גם כפר הישן, הצד השני?) את הכפר בתיל, סיפרו לי זה עתה, שלאחר שהתחילו ע"ד הרגיל, הציע המרא דאתרא הרש"ז שליט"א שיעשו באופן שיהיה כשר לעירוב ונתקבלה ההצעה בחביבות וכן נעשה.

ב) במשך השנים האחרונות, דברו עם חברי הועד או מנהיגי הכפר, ע"ד הכנות לשנת השמיטה הבע"ל, וחושבים המדברים שלא נעשה מאומה בשטח זה, אף שנודע בכל אה"ק ת"ו שבקוממיות וחפץ חיים שומרים שמיטה כהלכתה, ומתחילים בהכנות לזה תיכף אחר סיום השמיטה שעברה. ואף שאין צועקין על העבר, הרי עכ"פ עתה יש להתענין בהנ"ל, ובודאי אשר המתעסקים בהנ"ל בקוממיות וחפץ חיים ימציאו להם כל הידיעות הדרושות.

ג) דברתי כאן עם הרה"ח כו' הר"א שי' דריזין וכן כתבו לי מאנשי כפר חב"ד, ע"ד ארגון קבוצות (ארטיעל) למלאכת יד, טריקאטאזש וכיו"ב, והסבירו לי שמניעה בזה הוא ההכרח להון חוזר בסכום שאין ביכולת היחידים למצאו ולהכינו.

מובן שלפלא היתה בעיני סברא זו, כי בודאי ישנם כמה בנקים הנותנים הלואות על ענינים כאלו, אבל לא היה הדבר ברור בעיני בהחלט. אבל בשבוע העבר אמרו לי ברור, אשר הבנק לפועלים וכיו"ב נותן הלואות על כגון דא, כמובן ברם מוכחים לו, שישתמשו בההלואה לתכלית האמורה ושהאנשים מסוגלים, במדה מסוימה עכ"פ, לאותה המלאכה והעבודה בה רוצים להתעסק.

אפשר שתוצרך על זה גם ערבות ועד הכפר, אבל הרי גם זה מילתא דאפשר הוא ועוד להוסיף, אשר ארגון קבוצות כאלו תועלת ג"כ לסעיף ב' הנ"ל, בהנוגע לשנת השמיטה, כמובן.

לפלא שעד עתה לא הגיעו ידיעות מפורטות ע"ד הקבלת פנים והכנוס וכו' ואפשר שנעשה זה קדירה דבי שותפי וכל אחד סומך על חבירו, וכבר מילתי אמורה שבכגון דא טוב להכפיל מאשר שיהיה חסר לגמרי.
