Greetings and blessings,
I am responding to your letter of 14/7, in which you describe your state of health, the condition of your feet, and what the doctors say regarding an operation. You will find below the opinion of a local specialist (note: the Rebbe notes at the bottom of the page: "Such an operation requires great precision and caution in how it is performed. It is therefore preferable to treat it in another way — for example, with a belt or a special bandage, or with electrical warming. If you wish, you may ask your treating physician to send here, to the address of Dr. Seligson, a detailed report specifying why the operation is recommended in your case. The matter will then be reviewed").
In every domain, the blessing of Hashem is necessary, and this is likewise the case for Torah* study. Moreover, sometimes this blessing must even be increased (note: in this case, due to illness). To achieve this, one must naturally increase one's commitment to Torah* and mitzvos*. The greater this addition, the more the blessings of Hashem will be multiplied in this regard. May Hashem grant that you convey good news of all this.

ומצוין למטה חוות דעת רופא מומחה בכאן*.
וכיון שלכל דבר זקוקים לברכת השי"ת ובפרט כשצריכים לתוספת ברכה; מובן שצריך להוסיף בעניני תורה ומצות, וכל שתהי' ההוספה ביותר, יתוסף גם כן בברכות השי"ת בזה, ויהי רצון שיבשר טוב בכל האמור.
