Greetings and blessings,
I received with pleasure your letter of 21 Menachem Av, conveying the opinion of a specialist regarding your state of health. May Hashem grant that you inform me of good news — the continued improvement in this matter.
You tell me that you are preparing to settle in the Holy Land, may it be restored and rebuilt. It is surely unnecessary to emphasize to you that such a journey is commonly called Aliyah* — ascent — to a land that all, including the other nations, call the Holy Land. Preparation is therefore necessary. Before undertaking such a journey, one must elevate oneself morally and make good resolutions regarding the conduct one will have there. To enter a country, one must possess a visa issued by men of flesh and blood, or at least know that one is exempt from requesting one. How much more must one have a visa from the Creator of the world, Who directs it, for it is He Who promised Eretz Yisrael* to the descendants of Avraham, Yitzchak, and Yaakov. And if this is so regarding one's conduct in general, how much more does it apply to the manner of traveling, which must be fully in accordance with the laws and teachings of our holy Torah*.
You specify that you intend to sail to that country — a term generally applied to a voyage by ship. This is precisely the subject of the present letter. To our great sorrow, some make the error of using, to travel there, the Israeli ships (note: see letter no. 5534), which continue their route during the holy Shabbos* and thereby desecrate it in the most appalling and public manner, in the sight of all the nations. The conduct a person may have in his private life, whatever it may be, cannot be compared at all to what he does on a large ship, in the name of all Israel. And the passengers tell themselves that they are thereby expressing (note: by specifically taking these ships) their love for the Land of Israel and the people of Israel! Yet the greatest accuser cannot become a defender. And our Sages emphasize that Shabbos* is considered equivalent to the totality of the mitzvos*.
I would like you to tell me that I have misinterpreted the word "sail," and even in that case, I hope these few lines will not be in vain. Indeed, it is indispensable to give such explanations. According to the Torah's* view, whoever finds himself on these ships during Shabbos* contributes to the destruction of the Holy Land and, more broadly, to that of the entire Jewish people, Heaven forbid. Yet many commit this transgression through lack of information. By presenting to them reality as it is, one can therefore preserve them from the most appalling act and lead them toward truth. This is beneficial for the people of Israel and for our Holy Land. I am enclosing a copy of what I have responded to those who questioned me on this subject, so as not to have to repeat it.
I have heard some pose the following question: if this is so appalling, why do the Rabbis not protest vehemently, commensurate with the gravity? However, this question changes nothing about the reality, all the more so since there are several other situations similar to this one about which nothing is said either.

בנועם קבלתי מכתבו מכ"א מנ"א בחוות דעת המומחה בהנוגע למצב בריאותו, ויהי רצון שיבשר טוב מהוספת הטבה בזה.
במה שכותב אשר מתכונן לעלות לאה"ק ת"ו, ובודאי למותר לעוררו אשר נסיעה כגון זו הנקראת בפי כל בשם עלי' ולארץ הנקראת בפי כל אפילו עמי הארץ בשם ארץ הקדושה, מצריכה הכנה, ז.א. עלי' רוחנית של האדם עוד קודם נסיעתו, והחלטה מתאימה בהנוגע להתנהגות שם, ואם לויזה של בשר ודם מוכרחים בשביל להכנס לאיזה מדינה (או עכ"פ להודעה שאין זקוקים לויזה), עאכו"כ שמוכרחת ויזה של בורא העולם ומנהיגו, הוא אשר הבטיח ארץ ישראל לבני אברהם יצחק ויעקב, ואם בהנוגע להנהגה בכלל הדברים אמורים עאכו"כ לאופן הנסיעה שצ"ל מתאימה לדיני והוראת תורתנו הק'.
באתי בשורות אלה, כיון שכותב בתוך הדברים שבדעתו להפליג לשם שביטוי זה רגיל בהנוגע לספינה, ולצערנו הכי גדול רבים טועים ונוסעים לשם באניות ישראליות הממשיכות נסיעתן גם ביום השבת קדש, ז.א. חילול שבת בפרהסיא באופן הכי מבהיל ובפרהסיא הכי גדולה גם לעיני כל עמי הארץ, ומבלי הבדל איך שתהי' הנהגת איש פרטי בחייו הפרטים, הרי אין זה דומה לאני' הדוגלת בשם כלל ישראל, והנוסעים בה אומרים בלבם אשר בזה מבטאים חבתם לכלל ישראל וגם לארץ ישראל! והרי אי אפשר לקטיגור הכי גדול שיעשה סניגור! וכידוע מאמרי רז"ל וחז"ל ששקולה שבת כנגד כל המצות.
אשמח להוודע שטעיתי בפירוש דבריו "להפליג", וגם אז תקותי ששורותי האמורות אינן לריק, כי מוכרחת ההסברה בענין זה, כי הרי - ע"פ דעת תורה - כל הנוסע באני' זו בשבת, מוסיף בחורבן הארץ ובחורבן כלל ישראל ר"ל, וכיון שרבו הטועים בזה מחסרון ידיעה, המודיע אותם אמיתת הדברים מצילם מפעולה הכי מבהילה זו ומעמידם על האמת, והתועלת היא לכלל ישראל ולארצנו הק', ומוסגר בזה העתקה ממה שכתבתי לשואלי בכגון דא, בכדי שלא להכפיל הדברים.
שמעתי מקשים, אם הדבר מבהיל עד כדי כך, מפני מה הרבנים אין יוצאים במחאה ובקול גדול וכו' מתאים לחומר הענין, אבל פשיטא שאין קושיא זו משנה את הענין, ובפרט שכמה תופעות כגון דא ישנן ואין מזעיקין עליהן כלל...
