Greetings and blessings,
I received with pleasure your letter announcing good news — that a public Gemara* class is going to begin on the first day of Chol HaMoed Sukkos*. May Hashem grant that this study be fruitful, qualitatively and quantitatively — that is, through the multiplication of the number of its participants. Without a doubt, there will be fulfilled here the promise of our Sages* that "great is study that leads to action." You ask me with which tractate you should begin and how to approach this study.
For now, this study lasts only one hour per week. It would therefore be judicious for it to focus on a tractate whose passages are not very long, or on a small tractate that can be concluded in a few months. Since this is something new, it would also be good to choose a theme related to laws of common use. Considering these factors, you could advantageously propose that one study tractate Megillah*. In this same category, one can place tractate Rosh Hashanah*, the festival that has just passed. In tractate Beitzah*, however, there are difficult passages, and the laws treated are of less frequent use, less useful to people in concrete practice. This is not the case, however, for tractate Megillah*, in which one finds several Midrashim* that arouse interest and receive various commentaries in the Ein Yaakov*. You will be able to choose those best suited to your audience.
May Hashem grant that what is stated at the beginning and end of this tractate be fulfilled: "from the 11th to the 15th" (note: the Megillah is read from the 11th to the 15th of Adar; this is the beginning of this tractate, its first Mishnah*). The early masters see in this an allusion (note: see, on this subject, Likkutei Sichos*, volume 4, page 1289) to the divine Name Havayah*, whose concluding numerical value — Vav and Hei — is eleven, while that of the beginning is fifteen — Yud and Hei. The sum of the numbers between eleven and fifteen is sixty-five, the numerical value of the divine Name Ado-nai*, which is the "shield" and the "sheath" of Havayah*, thus alluding to the Divinity that is concealed by the world and that must be brought to light through the study of the Torah*, by means of which one can establish what is kosher*, pure, and permitted. In this way, one knows, on a daily basis, how to bring to light the true content of the day.
And, as the conclusion of this tractate states, Moshe* established that the children of Israel study the laws of each day. Rashi*, at this reference, specifies that they must receive them and put them into practice — they themselves and their children — in this world and in the World to Come.

נעם לי לקבל מכתבו מבשר טוב מודיע אשר ביום א' חוהמ"ס הבע"ל יתחיל שיעור לימוד גמרא ברבים, ויהי רצון שיצליח הלימוד הן באיכות והן בכמות, ז.א. בהגדלת מספר המשתתפים בו, ובודאי תקוים הבטחת רז"ל גדול תלמוד שמביא לידי מעשה.
ולשאלתו איזה מסכת להתחיל ואופן הלימוד:
הנה כיון שהלימוד הוא רק שעה אחת בשבוע לע"ע, מהנכון שיהי' הלימוד במס' שאין הסוגיות בה ארוכות כ"כ וכן ממסכתות הקטנות בכדי שיוכלו לסיימה במשך איזה חדשים עכ"פ, וכיון שדבר חדש הוא, מהנכון ג"כ שיהי' בענינים שיש להם שייכות לדינים בהלכות הצריכות. וע"פ כל הנ"ל טוב שיציע ללמוד מס' מגילה, והרי מסוג הנ"ל מס' ראש השנה ז"ע באנו ממנו, במס' ביצה מלבד ששם כמה סוגיות חמורות, הרי הדינים שבה אינם מצוים ונצרכים כ"כ בפועל בהנוגע למלאכת אנשים משא"כ במס' מגילה, נוסף על הענין שכמה דברי אגדה בה המושך את הלב, ואשר יש למצוא פירושם בכמה אופנים בפירושי העין יעקב, שבטח מכל אופנים אלו יכול לבחור הדרך המתאים ביותר לקהל שומעיו.
ויהי רצון אשר יקוים בתחלת וסיום מס' זו, בי"א כו' בט"ו וידוע רמז המובא בקדמונים, שזה שם הוי' שסיומו י"א וא"ו ה"א והתחלתו י"ה, וסכום הכולל י"א עד ט"ו הוא ס"ה כמספר אדני שם הוי' כמו שהוא נקרא בהמגן והנרתק שלו, ז.א. כמו שאלקות נמשך ומסתתר בלבושי עולם שאת זה צריך לגלות לימוד התורה האומר זה כשר וזה טהור וזה מותר וכו' אשר אז מגלים בכל יום ויום את תוכנו האמיתי של היום, וכידוע בהסיום משה תקן להם לישראל שיהיו שואלים ודורשים בענינו של יום ודוקא באופן כפירוש רש"י שם לקבל ולקיים עליהם ועל בניהם בזה ובבא.
