To the members of the committee of Kfar Chabad*, may Hashem grant you long life,

Greetings and blessings,

It is quite evident that the Chassidic* gathering (farbrengen*) of Kfar Chabad* on the 19th of Kislev* concerns all the Chassidim* of the Holy Land. Naturally, the same applies to everything related to this gathering, especially since among the participants, some are influential in the various administrations. By making their acquaintance during this gathering, one will therefore be able to multiply activities. Thus, not only must it be public, but moreover, it must have a program established in advance.

It follows that even if this entails additional expenses, these are justified by the benefit one can hope to derive from this gathering — material benefit and, even more so, spiritual. Naturally, it is not a matter of adding without any limit, but rather in a logical manner. Due to the great importance of this gathering, I will ask the Chassidim*, without making a vow, to participate in a specific collection that will cover one-third of the cost (note 1: of this Chassidic gathering).

You allude to the meal (note 2: served during this gathering). In general, cakes will be sufficient, but more than ten people should wash their hands and partake of bread (netilas yadayim*), so that the Grace After Meals (Birkas HaMazon*) can be recited in their presence (with a zimun*). If the residents of the Kfar* wash their hands, there will be no risk. Conversely, if it is the guests who do so, they do not always remain until the end of the gathering, which has several implications for the Grace After Meals. It is then difficult to wash one's hands in the proper manner. It is therefore good that for this gathering there be cakes, fruits, and, of course, spirits (mashke*). This is self-evident. Here, it is customary, near the end of a Chassidic* gathering, to announce that those who have consumed the requisite quantity must recite the blessings to which they are obligated. It seems to me that it is stated in the books (note 3: see on this subject Likkutei Sichos, volume 24, page 381) that the Ramah* and the great ones of Israel had the custom of making such an announcement.

On this occasion, I would like to emphasize another point that has been brought to my attention from various sources and that follows from what has been said: in the Kfar*, there are no benches near the bus stop, nor in the middle of the road between this stop and the Kfar*, on which guests and visitors could rest. Likewise, I am told that there are no trees or anything that might provide shade. Yet the need is truly felt during the hot summer days. And yet, I am told that the expense is very small. The Kfar* has existed for nine years and no one has even taken an interest in this.

I send you my blessing to convey good tidings of all that has been said, which implies a formidable success in your sacred mission — the strengthening and development of Kfar Chabad* in all domains.

...והנה פשוט הדבר אשר ההתועדות דכחב"ד כי"ט כסלו, זהו ענין של אנ"ש באה"ק ת"ו ופשיטא דהכפר כולו ונוגע לכל עניניו, ובפרט שבין המשתתפים נמצאים כמה מבעלי השפעה במשרדים השונים וע"י ההיכרות בעת ההתועדות מתוסף בפעולותיהם, ולכן לא לבד שמוכרחת ההתועדות זו באופן פומבי אלא שמוכרחת ג"כ תכנית מראש...

מזה מובן ג"כ שאם אפילו יש הוצאות יתירות לכאורה בהתועדות האמורה קרוב לומר שכדאיות הן בשביל התועלת המקווה - הגשמית ועוד יותר הרוחנית (פשוט שיתירות אין זה ענין של בלי הגבלה, כ"א יתירות במדה ע"פ שכל וטו"ד), ולגודל ערך ההתועדות הזו, הנה בל"נ אעורר את אנ"ש להשתתף בה ממגבית המיוחדה בשליש ההוצאות.

במ"ש בהנוגע להסעודה, בכלל ראוי שבעיקר יהי' מיני מזונות, אלא שכיותר ממנין יטלו ידיהם לסעודה כדי שיוכלו לברך ברכת המזון בעשרה, וכן תושבי הכפר אם יטלו ידיהם אין בזה חששא, משא"כ האורחים שלא תמיד נשארים עד גמר ההתועדות, וכמה פרטים בזה בנוגע לברהמ"ז וכו' נוסף על הקושי בנטילת ידים כדבעי, לכן כדאית בשביל כאלו התועדות במיני מזונות פירות, ומשקה כמובן, וק"ל. ונוהגים כאן שסמוך לסיום ההתועדות מכריזים שכל אלו שאכלו כשיעור, בטח יברכה ברכה שנתחייבו בה וכו', וכמדומה שמובא כן בספרים שהרמ"א וגדולי ישראל נהגו לכריז בכגון דא...

בהזדמנות זו אעורר על עוד נקודה, שמכמה צדדים עוררוני על זה, ויש לה גם המשך להנ"ל, היינו שאין נמצאים בכפר ספסלים בסמיכות להתחנה, וכן באמצע הדרך מהתחנה להכפר, למנוחת אורחים הבאים או המבקרים, כן כותבים שאין נמצא שם עצים וענינים של צל, אף שענין זה חסר ביותר בימי הקיץ החמים, וביחד עם זה כותבים שההוצאה בזה מועטת ביותר, אלא שבמשך התשע שנים שהכפר קיים, לא התענינו בכגון דא...
