I have received, in these days, the minutes of the meeting of the clarification committee which took place on Rosh Chodesh* Iyar* (note 1: The word Iyar* is underlined in the text to underscore the delay), as well as those of the meetings of 16 and 26 Iyar*, of Rosh Chodesh* and of 8 Sivan*. You do not explain to me at all why you exclude organized commercialization (note 2: See, on this subject, Letters no. 4837 and 5237), all the more so that some time ago already, we saw how necessary it was. I have already given my opinion on this matter. One must, indeed, take advantage of all the loans one can receive, for various reasons. Now, an organized commercialization, such as you describe, besides its intrinsic qualities, will also make it possible to obtain such loans.

I will make a remark of a general nature, which concerns several paragraphs of these minutes, although it seems to me I have already written this several times, to various Chabad* organizations. This remark is the following. My response, addressed to someone who writes to me in a personal capacity, in no way binds the administration of a school, of an institution, or of the Kfar. This is the case only when this response is officially addressed to the administration. Of course, the personality of the one who poses the question must not enter into consideration. Only the fact that the question is formulated by those who represent the Kfar or the institution, or that it is in their name, or that it comes from someone intervening in an individual capacity and describing the situation from his point of view, matters. This is self-evident.

You ask me whether you should build, in the new quarter, houses of four apartments or only of two. I have already written that one must endeavor, not only to accord, within the Kfar, the largest share to farmers and agriculture, but also to ensure that this new quarter has an agricultural character. I have also said that, in this case, agriculture is not solely field work and harvesting. It also includes the cultivation of vegetables. If, from the standpoint of this agricultural appearance, there is no difference between houses of four apartments and of two, this program must be conceived according to the specific qualities presented by these two formulas, as is the case for everything concerning the Kfar. I am surprised that you do not specify to me what the prevailing practice is among the people in whose vicinity you find yourselves, in the material sense, in our Holy Land, may it be restored and rebuilt. Indeed, one must observe the consequences of their manner of building.

I have received letters from some people, who addressed various requests to the committee of the Kfar, which responded to them that they should write to me directly. You will understand that such an attitude surprises me. However, I do not vouch for the veracity of the report that the committee asked them to write to me. I have therefore addressed a response from here, each time such a request was made to me, and I indicated that one must address the committee of the Kfar. At most, they can send here a copy of their request, but nothing more. In general, there is no reason to refuse to rule on each important, or medium, or even minor point. You decide, as quickly as possible, that the question must be transmitted here. Now, this is not the way one can direct a village or an institution. With my blessing to convey good news and to know success in your sacred mission, that of strengthening and developing Kfar Chabad*,

ימים אלו נתקבלו הפ"כ מישיבת ועדת הבירורים מר"ח אייר, ומישיבת הועד מט"ז וכו' אייר וח' סיוןו

אין מבואר כלל, מהו הטעם בשכל לשלילת שיווק מאורגן ובפרט לאחרי שזה כמה נדבר בהכרחיות שבזה וכו', ודעתי כבר כתבתי שצריך לנצל הלואות שאפשר לנצלם וכמה טעמים, ושיווק מאורגן כפי כתבם צ הרי נוסף על המעלות בזה בכלל, יועיל גם בהשגת הלואות.

הערה כללית לאיזה סעיפים בהפ"כ (אף שכמדומה כבר כתבתי כ"פ ולכמה מארגוני חב"ד) והוא: מענה שלי אל מי שיהי' הכתוב באופן פרטי, אינו מחייב כלל הנהלת מוסד או ארגון או הנהלת הכפר לאיזה ענינים שיהיו, ורק המענה שלי המתקבל רשמית במענה לההנהלה, ופשוט שאין נפק"מ מי הוא השואל באופן פרטי, כי הנקודה בזה היא, אם זוהי שאלת אלו או בשם אלו שהם מייצגים הכפר או המוסד וכו' או שאלת איש פרטי בתאור הענין כפי שנראה לו וכו' וק"ל.

בשאלתם באם בהשכון החדש, יבנו בתים של ארבע דירות או רק של שתי

דירות, - כבר כתבתי שצריך להשתדל ככל האפשרי שלא רק בהכפר בכלל יהי' בו חלק חשוב של חקלאים וחקלאות, אלא שגם ביחוד לשכון החדש יהי' אופי חקלאי, וכן הוספתי שחקלאות בנדון דידן הוא לאו דוקא עבודת שדה תבואה, אלא גם ירקות וכיו"ב, ואם בהנוגע לאופי החקלאי אין נפק"מ בין בית של ארבע דירות או רק שתים צ הרי אז יש לדון על תכנית זו בהתאם להמעלות שיש בזו לגבי זו וכמ"ש בשאר עניני הכפר לפלא שאין מזכירים מהנוגע אצל אלו אשר במובן הגשמי הם כאצלם והרי כמה כאלו נמצאים באה"ק ת"ו ויש להתבונן בהתוצאות מאופן הבני' וכו'.

ו קבלתי מכתבים מאיזה אנשים, שפנו בבקשות שונות לועד הכפר, והועד אמר להם שיכתבו ישר אלי, ומובנת התמי' בהנהגה כזו. אבל כיוון שאיני אחראי לנכונות ההודעה שהועד צוה להם לכתוב, הנה עניתי מכאן. לכל פני' כזו צ שעליהם לפנות לועד הכפר, ולכל היותר אפשר לשלוח העתקה מתביעתם לכאן, ותו לא מידיו

בכלל צ לא זו הדרך אשר כל דבר גדול ואפילו בינוני ואפילו קטן אינם מחליטים, ובמהירות הכי גדולה הפס"ד שלהם לשלח השאלה לכאן, לא זהו אופן דהנהלת כפר ומוסד.
