By the grace of Hashem*,

To the leaders of the charitable association, may Hashem* grant you long life,
Greetings and blessings,
I have duly received your report for the year 5718 (note 1: 1957-1958). I am somewhat surprised to note that, according to it, you granted only fifty-five loans during this year. May Hashem* grant that in the future, the promise be fulfilled according to which: "There will be no more poor among you." But if the fulfillment of this promise were delayed, which Hashem* forbid, as the continuation of these verses indicates, if there are indeed poor, may Hashem* grant you the means to multiply your acts of benevolence. Our Sages* say, indeed, that good deeds are more important than Tzedakah* (note 2: For Tzedakah* is given only to the poor, whereas a rich person may also need a loan), although the latter is considered as the totality of the Mitzvos*.
In fact, this year is the seventh, that of the Shemittah* (note 3: Which has the effect of canceling debts). All of this is therefore even more important, for the verses then add a specific injunction: "Beware that..." (note 4: You harbor an impious thought in your heart and say: the seventh year is approaching) "You shall give him..." (note 5: This loan without holding such a reasoning). With my blessing for success in this action, which will be carried out, as our Torah* demands, with joy and enthusiasm,

ולפלא קצת שמתאים להדו"ח, במשך כל השנה חילקו רק נ"ה הלואות.
ויהי רצון שבעתיד הקרוב יקוים היעוד, אפס כי לא יהי' בך אביון,
ויהי רצון שאם כהמשך הכתובים, יתאחר ח"ו הנ"ל, ויהי' בך אביון וגו', תהי' בידם היכולת להרבות בפעולות הטוב בגמ"ח, וכידוע מאמר רז"ל גדולה גמ"ח מן הצדקה (אף שצדקה בכלל שקולה כנגד כל המצות)
והרי השנה זו היא שנת השבע שנת השמיטה, ובמילא יקר הדבר עוד יותר, כיון שנתוסף ציווי מיוחד בכתובים האמורים, השמר לך וגו' נתן תתן וגו'.
בברכת הצלחה בעבודה האמורה וכדרישת תורתנו בשמחה ובטוב לבב.
