To the distinguished Chassid* who fears Hashem*, of extensive knowledge, versed in the sciences, of good conduct, Rav Tzvi, known as Dr. Harkavi (note 1: See, on his subject, Letter no. 5633),

Greetings and blessings,

I read, with great astonishment, in your letter of 22 Kislev*, that, according to what you write, I would have changed my opinion regarding traveling during Shabbos* aboard Israeli ships (note 2: See, on this subject, Letters no. 6473 and 6900). Yet it is quite evident that I have in no way modified my position, which was set forth at length in the previous letters I addressed to you. In my opinion, there is clearly here an absolute prohibition, the reasons and justifications of which those letters set forth. You mention technical arrangements. Here again, I have shown unambiguously that, in the current state of technology, it is absolutely impossible for the operation of a ship to be totally automatic in the proper sense of the term — that is, that no human intervention be necessary during all twenty-four hours of the holy Shabbos*. Moreover, one or two men are not sufficient to ensure its operation. A much larger crew is necessary, and several of these men must be highly competent technicians.

To my great dismay, I must note an evolution in this matter that does not go in the direction of the good. Indeed, according to the news that has reached me, it happened several times this summer that some of these ships traveled during the holy Shabbos*, without their departure taking place in the port of New York. Likewise, it is planned to organize, in the near future, a cruise (note 3: In English in the original text, "cruise"), for pleasure (note 4: Which therefore cannot, in the Halachic* sense, introduce a case of force majeure), lasting approximately two weeks. From what is said, kashrus* supervisors and cantors will participate in this voyage. To tell the truth, I have not verified the accuracy of these rumors, for, as I said, my feeling in this matter is very clear: even if this voyage begins on Sunday (note 5: Being thus as far as possible from Shabbos*), it is nonetheless entirely prohibited (note 6: Since it will continue through Shabbos*). I therefore mention this evolution only to show you the direction of thinking, which, to my great sorrow, does not go toward an improvement of the situation — quite the contrary. May Hashem* illuminate the eyes and the heart of Israel. With my respects and my blessing,

בתמהון גדול קראתי מכתבו מכ"ב כסלו, בו כותב כאילו יש שנוי בהשקפתי בענין נסיעה בש"ק באניות הישראליות.

שהרי מובן וגם פשוט שאין מקום לשנות דעתי כלל וכלל, וכמו שביארתי בארוכה במכתבי הקודמים לכ', אשר דעתי ברורה לאיסור בהחלט, וכמבואר במכתבים האמורים הטעמים והנימוקים לזה.

ובמה שכותב ע"ד סידורים טכניים וכו' הרי גם בזה כתבתי ברור שבמצב הטכניקה עתה אי אפשר בשום אופן שאני' תתנהל אוטומאטית במובן האמיתי של מלה זו, זאת אומרת, שלא יוזקקו לתפיסת ידי אדם, במשך כל מעת-לעת דיום השבת קודש. ולא עוד, אלא שאין מספיק אדם אחד או שנים, כי אם כמה וכמה אנשים, וחלק חשוב מהם מוכרחים להיות מכונאים מומחים בעלי דרגה די גבוה'.

לצערי הרב מוכרחני להעיר על שינוי שלא לצד הטוב שחל בבעי' האמורה, והוא אשר כפי השמועה שהגיעתני, קרה כמה פעמים בקיץ העבר, שכמה מספינות האמורות הפליגו אף ביום השבת קודש עצמו (לא מחוף ניו-יורק), וכן אשר בעתיד הקרוב יש בתכנית לערוך נסיעה של תענוג ("קרוז" בלע"ז) למשך כשבועיים, וכפי הנשמע ישתתפו בנסיעות האמורות גם המשגיחים על הכשרות ואלו העוברים לפני התיבה, וכו'. והאמת להגיד, לא חקרתי אחרי אמתיות שמועות אלו, כיון, שכנ"ל, דעתי ברורה, שאפילו כשמפליגים ביום הראשון בשבוע גם אז אסור הדבר בהחלט, ולא הבאתי השנוי הנ"ל אלא רק להראות על מהלך הרוחות שהוא לצערי הכי רב לא בכיוון הרצוי להיטיב המצב, כי אם בכיוון ההפכי, והשי"ת יאיר עיניהם ולבם של ישראל.
