To the distinguished Chassid* who fears Hashem*, Rav Shimon Moshe (note 1: Rav Sh. M. Diskin, of Bnei Brak. See, on his subject, Letter no. 5763),
Greetings and blessings,
I have received your letter of 4 Shevat*, with the request for a blessing, which will be read, at a propitious moment, at the holy resting place of my father-in-law, the Rebbe*, whose merit will protect us. Its content was the following:
A) You ask me about the fruits of a non-Jew during the Shemittah* year. Many authorities of the Holy Land, may it be restored and rebuilt, have discussed this point, particularly in recent years. Furthermore, the answer depends on various details. You will therefore verify all of this with the most competent among those who teach Halachah* in the place where you are. They will indicate to you what is appropriate to do, in a concrete manner.
B) You ask me where to affix the Mezuzah* on a balcony on the second floor, which is entered through an inner room. According to the tradition of the Chassidim*, our masters and leaders, in such a case, they consider that the entry into a room depends on the direction in which the door opens (note 2: See, on this subject, Letter no. 5323). There is a saying of our masters that goes in this direction, and it was heard, it seems to me, from the great Rav Y. Landa, who is in your city (note 3: Rav Yaakov Landa, Rav of Bnei Brak). You will ask him for the exact formulation.
I am surprised that you tell me nothing of your advancement in the study of the revealed part of the Torah* and of Chassidus*, but I have good hope that "the emissary fulfills the mission that is entrusted to him." Now, everyone is indeed Hashem's* emissary, according to the Likkutei Torah*, at the beginning of Parshas* Vayikra*, at page 1c. In the terms of the Mishnah*, this mission consists of serving the Creator by putting the Torah* and the Mitzvos* into practice. Despite this, the Halachah*, decided at the beginning of the Yoreh Deah*, states that "whenever clarification is possible..." (note 4: It is necessary to do so, and one cannot, in such a case, content oneself with a mere presumption). With my blessing to convey good news of all this,

מאשר הנני קבלת מכתבו מד' שבט עם הפ"נ, שיקרא בעת רצון על הציון הק' של כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, ותוכנו:
א) שאלה בהנוגע לפירות שביעית של נכרים, והשמוש בחשמל אשר באה"ק ת"ו.
כיון שבהאמור כבר שקלו וטרו בזה כו"כ באה"ק ת"ו ובפרט בשנים האחרונות, ועוד שההוראה בזה תלוי' בכמה פרטים, יברר בזה אצל גדולי ההוראה על המקום, איך הכריעו בהלכה למעשה.
ב) מקום קביעות מזוזה במרפסת הנמצאת בקומה שני' והכניסה אלי' רק מחדר הפנימי.
מסורה בידי חסידים, שההוראה מרבותינו נשיאינו גם בכגון דא, אשר הכניסה נחשבת היא לחדר לשם פותחים הדלת, ויש פתגם בזה מרבותינו, אשר כמדומה ששמעו הרה"ג וכו' מוהר"י לנדא שי' אשר במחנם הט' וישאלו נוסח המדוייק של פתגם זה.
לפלא גדול, אשר אינו מזכיר מאשר העלה בקדש בלימוד תורת הנגלה ותורת החסידות. ואף שתקותי ששליח עושה שליחותו, והרי כ"א שלוחו של מקום הוא (עיין לקו"ת ר"פ ויקרא א, ג), והשליחות הוא כדבר משנה לשמש את קונו ע"י התורה והמצוה, בכ"ז נפסק הדין ביו"ד בתחלתו שבמקום שיש לברר וכו'.
