To Mr. Chaim (note 1: M. C. Harman, of Lakewood),

I greet you and bless you,

I am responding to your letter of 9 Sivan*, in which you discuss peace. Now, our Torah*, Torah* of life, defines what it truly is and what every Jew can do to attain it — by disseminating what pertains to our Torah*, which was itself given to bring about peace in the world. And one should not be content with adopting such an attitude oneself. One should influence one's surroundings in this direction. One should contribute, in particular, to strengthening the Yeshivos* in which the Torah* is studied with the fear of Hashem, as well as to creating new Yeshivos* in this spirit. As for the creation of an international institute for peace (note 2: The university for the sciences of peace), I do not see the benefit of it for now, especially since this subject is already taught in various places. It would therefore be a waste of financial means, of strength, and of eagerness. Every coin that Jews would give to this institute would bring no benefit, and may Hashem grant that it not be harmful. A Jew must dedicate his means to the Torah* and the mitzvos*, for which a reward is assured and in which he will suffer no loss.

I am surprised that you tell me nothing of what you do to disseminate Yiddishkeit*, which is the primary mission of every Jew, as I said. I hope that the deficiency is only in what you write to me, but that you are indeed doing everything in your power in this domain. With my respects and my blessing,

שלום וברכה!

במענה למכתבו מט' סיון, בו כותב אודות ענין השלום וכו'.

כבר הודיעתנו תורתנו תורת חיים, אמיתית ענין השלום, ואיך שביד כל אחד מישראל לעשות בזה, על ידי הפצת עניני תורתנו, שניתנה לעשות שלום בעולם, ולא להסתפק בהנהגת עצמו באופן כזה, אלא להשפיע בכל הסביבה, ובזה גם בסיוע ביסוס הישיבות בם לומדים תורה ביראת שמים, ויסוד ישיבות חדשות ברוח זה.

והקמת מכון לשלום עולמי וכו', מלבד שכבר בכמה מקומות לומדים כביכול ענין זה, ולעת עתה לא נראה כל תועלת, מלבד בזבוז ממון וכחות ומרץ, הנה כל פרוטה ופרוטה שיתנו בנ"י למכון האמור, הלואי שלא תזיק, ובודאי שלא תביא תועלת, ועל האיש הישראלי ליתן כספו לעניני תורה ומצותי' שבהם השכר בטוח ואין הפסד.

לפלא שאין מזכיר דבר מפעולותיו הוא בהפצת היהדות, שכנ"ל זהו תפקידו הראשון של כל אחד מבני ישראל, ותקותי שאין זה אלא חסרון בכתיבה אבל עושה כל התלוי בו בשטח האמור.
