To the Rav, distinguished Chassid* who fears Hashem, the Rav Shaul Yissachar (note 1: Rav Sh. I. Bick, of Bnei Brak. See, regarding him, letter no. 6744),

I greet you and bless you,

I am responding to your letter of 24 Teves*, date of the Hilloula* of the Alter Rebbe*, author of the Tanya* and Decisor of the hidden part of the Torah*, author of the Shulchan Aruch* and Decisor of the revealed part of the Torah*. You speak to me of the reading of Vayechal* (note 2: Shemos* 32:11-14 and 34:1), for example on a fast day. I have not received oral instruction (note 3: Presumably from the Frierdiker Rebbe*) on this matter, and from what I have found in the responsa, the notes of our masters, and the commentaries of the later Sages, I have drawn my conclusion and established the practice in the collection of customs that is appended to the Reshimah* on Megillas Eichah* (note 4: See also the Sefer HaMinhagim* Chabad*, p. 45. See also, on this subject, letter no. 6086). You will consult this text and its references. I will add what was brought to my attention after this publication: the Responsa Tzafnas Paneach*, vol. 2, chapter 31, the Responsa Minchas Yitzchak*, by Rav Weiss of Manchester, chapter 65. But in any case, we must abide by the Halachic* decision of the Tzemach Tzedek*, since in every place, we are "in the place of Rav" (note 5: And our Sages* say, "in the place of Rav, the Halachah* is decided according to the opinion of Rav" — in this case, of the Tzemach Tzedek*).

I thank you for having sent me the book Mishmeres Shalom*, which you have published. May Hashem grant that for many more years, you disseminate the customs of the disciples of the Baal Shem Tov* and the disciples of his disciples, within the dissemination of the wellsprings (note 6: Of Chassidus*) in general and, as the Baal Shem Tov* himself says in his holy letter, until they reach the outside. It is in this manner that one hastens the coming of the king Moshiach*, as this letter explains. A final point, which arouses the greatest interest: I was gratified to receive your greetings through the intermediary of your son, Rav Avraham Yehoshua. I also received the greetings of our brethren, the children of Israel who are there (note 7: On the other side of the Iron Curtain), and you must understand what I mean. May Hashem therefore grant that you and your wife communicate to me good tidings, of a true good, in all domains, including, of course, the satisfaction you will derive from your children — a Jewish and traditional satisfaction. With my blessing to give good tidings of all this,

- הנה בע"פ לא שמעתי הוראות, ומה שמצאתי בשו"ת ורשימות כ"ק רבותינו נשיאינו, ובאחרונים, הבאתי המסקנא והמנהג בזה בלקוט מנהגים הנדפס בסוף רשימת מגילת איכה, יעו"ש ובהערה ציוני המקורות, ויש להוסיף מה שבא לידי לאחרי ההדפסה: שו"ת צפנת פענח חלק ב' סי' ל"א, שו"ת מנחת יצחק להרב ווייס שי' במנשסתר, סי' ס"ה. ובכ"א אנו אין לנו אלא פס"ד כ"ק אדמו"ר הצ"צ, שהרי בכל מקום נמצאים אנו באתרא דרב.

ת"ח על הספר משמרת שלום שהו"ל, ויהי רצון שעוד רבות בשנים יפרסם מנהגי תלמידי הבעש"ט ותלמידי תלמידיו בתוככי הפצת המעינות בכלל, וככתוב באגה"ק של הבעש"ט עד שיגיעו גם חוצה, אשר עי"ז מקרבים ביאת מלכא משיחא כמבואר באגה"ק הנ"ל.

ואחרון חביב, אשר נעם לי לקבל פ"ש ממנו ע"י בנו הרב אברהם יהושע שי' וע"י קבלתי גם פ"ש מאחב"י שי' הנמצאים שם וד"ל, ויהי רצון, אשר הוא וזוגתו תחי' יבשרו טוב בטוב האמתית בהנוגע לכל עניניהם, ובזה כמובן וגם פשוט מקבלת נחת יהודי מסורתי מיו"ח שי'.
