By the grace of Hashem,

3 Sivan* 5720,

Brooklyn,

To the distinguished Chassid* who fears Hashem and devotes himself to communal needs, the Rav Shimshon HaLevi (note 1: Rav Sh. Alenberg, of Salford),

I greet you and bless you,

I am responding to your letter of this Wednesday, in which you ask me about the laws of circumcision (note 2: The addressee of this letter is a Mohel*, who performs circumcisions). In general, questions that concern concrete action must be addressed to a Rav who rules on Halachah*. Nevertheless, I have the duty and the merit to emphasize to you what is specified and detailed by the Written Law and by the Oral Law — that is, the immense importance of entering into the covenant of our father Avraham*, to which correspond thirteen covenants that are the extension of the thirteen Attributes of Divine Mercy. It is therefore quite evident that every detail in this matter has a moral impact — on the soul — and a physical one — on the body. In this matter, "to whoever adds (note 3: An effort), it is added (note 4: Blessings)."

The words of the Alter Rebbe*, author of the Tanya* and Decisor of the inner part of the Torah*, author of the Shulchan Aruch* and Decisor of the revealed part of the Torah*, are well known, according to which the soul of holiness begins to penetrate into the body at the time of circumcision. You will consult, on this subject, his Shulchan Aruch*, second edition, at the end of chapter 4. And what is clearly established has no need to be demonstrated. On this occasion, the holy obligation also falls upon me, as well as the merit, to emphasize to you the importance of fixing a time to study the inner dimension of the Torah*, which, in our era, has been revealed through Chassidus*. How much more must this be so for someone to whom Divine Providence has granted the merit of bringing Jews into the covenant of our father Avraham*. With my respects and my blessing to give good tidings, as well as, according to the formulation of the master, my father-in-law, the Rebbe, to receive the Torah* with joy and in a profound manner,
