I greet you and bless you,
I received your letter in its time, a presentation of Kfar Chabad*. You will excuse me for not having responded to it until now, one of the essential reasons for this being my desire to carry out a detailed investigation on this matter. In this regard, a face-to-face discussion constitutes the most precise investigation, and I knew that one of the leaders of the Kfar was due to be here. I therefore waited to respond to you. I note with pleasure that since you wrote this letter and according to the information I obtained from these leaders, some improvements have occurred regarding what you write to me. You are on the spot and therefore surely know this, perhaps even with more detail. I must, nevertheless, react to certain points you raise, for obvious reasons. I will first specify that without a doubt, had you written this presentation based on a visit you yourself had made, you would have had a benevolent eye, for I know the friendship and the positive relationship you maintain with the Kfar and what concerns it. On various points, your letter would therefore have been written differently from a report based on someone else's observation. I would like to emphasize, in particular, the following two points:
A) You surely know, perhaps even better than I, that in the Holy Land, may it be restored and rebuilt, the way of regarding agriculture has evolved (note 1: This presentation probably reproached Kfar Chabad for having departed from the agricultural vocation that was initially its own). There is a tendency to reduce its value and a movement is even taking shape to adopt a different arrangement. This evolution has recently been expressed, in the clearest manner, by the announcements and by the speeches of the minister, Mr. Dayan. It is not only clearly affirmed, but also formulated in an acerbic manner, so that, in the expression of our Sages*, "the plate is entirely overturned" (note 2: The tendency is reversed). Now, if in our era the high administrations are clearly envisioning all of this, it means that this evolution occurred some time ago already. This is self-evident.
B) I must react even more strongly to your assertion that in such-and-such other Kfar, the situation is better, although it was founded at the same time. They managed to constitute and strengthen it. Briefly, the response to this is as follows. Investigate how many people have abandoned this Kfar that you describe as well-constituted and strong, how long its inhabitants have been there, who has arrived recently. Then, compare these data with the number of families who have abandoned Kfar Chabad* over the twelve years of its existence. To my knowledge, during this period, a single family left it and it seems to me that it is the only place in the Holy Land where this is the case. One can therefore truly ask which Kfar has known the greatest success and the most serious strengthening. For very obvious reasons, I do not wish to say more, especially since I am personally concerned.
I will conclude this letter as I introduced it. I have good hope that you will yourself go, very soon, to Kfar Chabad*. In accordance with your character traits and your friendship, you will observe the situation, down to the smallest detail, with a benevolent eye. I would be pleased to obtain your report following this visit. On the occasion of the new year which approaches, for us and for all of Israel, for good and for blessing, I wish you and your family to be inscribed and sealed for a good and sweet year, in your communal accomplishments and in your personal achievements, both materially and spiritually. בעתו קבלתי מכתבו - סקירה על כפר חב"ד - ואתו הסליחה שלא עניתי עד עתה, שאחד מעקרי הטעמים בזה הוא שרציתי לחקור ולדרוש כל הענין לפרטיו, ובכגון דא הרי הדיבור פא"פ הוא החקירה הכי מעולה. שלכן, בידעי שצריכים להיות כאן מראשי הנהלת הכפר, חפצתי לחכות במענה עד אז.
בנועם אציין שמאז כתבו מכתבו הנ"ל, ועל פי הידיעות שקבלתי מההנהלה, באו כמה שיפורים בענינים שכתב, והרי כ' שעל אתר בטח יודע מהם ואולי עוד ביתר פרטיות.
מוכרחני להגיב על איזו נקודות שנגע בהן, ומטעמים מובנים, ובהקדמה שבטוחני שאלו הי' כותב הסקירה על יסוד ביקור שעשה בעצמו אז, בידעי יחס הידידות ויחס הטוב שלו לכפר ועניניו, הי' מביט בעין יפה והי' מכתבו בכמה נקודות נכתב ברוח אחר מאשר הסוקר על ידי עיניו של אחר.
שתי נקודות רצוני להדגיש ביחוד:
א) בטח יודע, ואולי טוב ממני, על דבר שינוי היחס לחקלאות שחולל בכל אה"ק ת"ו, היחס להפחית בערכה והתנועה להסתדר במקום אחר. שינוי זה הופגן באופן הכי בולט בזמן האחרון בהודעות ונאומים של השר מר דיין, ולא רק שינוי בולט אלא חריף ביותר, ובסגנון חז"ל מהפך הקערה על פי'. והרי בתקופתנו זו, אם במשרדים הגבוהים מדברים עד"ז בגלוי, הרי מוכרח שהשינוי במצב ארע עוד מכמה וכמה זמן, וד"ל.
ב) ועוד יותר עלי להגיב במה שכותב שבכפר פלוני המצב טוב יותר, אף שנוסד באותו הזמן וכו' ושם הצליחו להקים ולבסס כו'. והמענה בקיצור על זה הוא, שאם יחקור כמה אנשים עזבו אותו הכפר שכותב עליו שהצליח ומבוסס, וכמה זמן האנשים שם עכשו וחלק האנשים שבאו שם לאחרונה, וישווה עם מספר המשפחות שעזבו את כפר חב"ד משך 12 שנות קיומו (שכפי הידוע לי רק משפחה אחת משך כל 12 שנים אלו), הרי כמדומה לי שזהו המקום היחידי בכל אה"ק ת"ו שנמצא כזה. ואם כן, הרי צריך עיון גדול איזה כפר הצליח יותר בביסוסו וכו'. ומטעמים מובנים איני רוצה להאריך בזה, ובפרט שאני נוגע בדבר.
ובחתימה מעין הפתיחה, תקותי חזקה שבקרוב יבקר בעצמו בכפר חב"ד, ומתאים לתכונת נפשו וידידותו יביט על הענינים ופרטיהם בעין יפה, וינעם לי לקבל ממנו סקירה לאחר ביקור זה.
ולקראת השנה החדשה הבאה עלינו ועל כל ישראל לטובה ולברכה, הנני מאחל לכ' ולכל אשר לו כתיבה וחתימה טובה לשנה טובה ומתוקה, הן בעניניו הכלליים והן בעניניו הפרטיים, בגשמיות וברוחניות גם יחד.
