When should one remove the Tefillin* (note 1: This letter is addressed to Rav Shalom Rivkin and was written on his own correspondence, bearing the date of Wednesday of Parshas Nitzavim 5720. See, regarding him, letter no. 7032)? It is clear that it is preferable to do so in the manner described in the Hayom Yom* (note 2: On the date of 19 Menachem Av).
You also ask me (note 3: One who prays with the congregation but does not finish the Shema Yisrael* at the same time as the prayer leader — does he nevertheless fulfill his obligation through the three words pronounced by the prayer leader?) how to complete the three words of the Shema Yisrael* introduced by the prayer leader: Hashem Elokeichem Emes (note 4: "Hashem your Elokim is Truth"). For the time being, I have not received a definitive instruction on this matter, but, in my view, it is clear that:
A) The prayer leader discharges the entire congregation of its obligation.
B) One who has not yet finished the reading of the Shema* does not thereby cease to belong to this congregation. These three words are therefore added to him when he reads the Shema Yisrael* in his turn.

לשאלתו בהשלמת ג' התיבות בק"ש עי"ז שהש"ץ אומר יא"א - לע"ע לא מצאתי הוראה מפורשת בזה. אבל לדעתי פשוט א) שמוציא הוא את כל הציבור שלו, ב) גם זה שעדיין לא גמר הק"ש מציבורו הוא, וניתוסף לו ג' תיבות בעת אמירתו ק"ש.
