I greet you and bless you,

You tell me that the Bar Mitzvah* boy is preparing to publicly read the entire Parshah*. You know the opinion that has always been mine on this matter. In our generation, one has unfortunately made essential what is accessory and vice versa. In this case, in order to prepare for accepting the yoke of the Torah* and the Mitzvos*, one reduces the study of the fundamentals and foundations, of the laws whose application is daily, replacing them with what, in any event, is not of primary importance (note 1: In this case, the reading of the Torah* on the day of the Bar Mitzvah*, with the necessity of preparing this reading that results. The time devoted to this preparation is necessarily at the expense of other activities).

Another point, which is also essential — such a manner of practicing has never existed. Certainly, our Sages* say that "when one arrives in a city, one adopts its customs." Nevertheless, in each city, there exist numerous customs (note 2: Not all of which one adopts. Why, then, precisely this one?). This is quite evident. Naturally, this is merely a suggestion, a remark, so that you reconsider all of this once more, to ask yourself whether this practice is truly justified. May Hashem grant that in any event, the decision you make be for the good (note 3: See, following this, letter no. 7564).

... לכתבו שהבר מצוה מתכונן לקרות בתורה בצבור כל הפרשה,

ידועה דעתי בזה מאז, שלצערנו בדורנו עשו העיקר טפל ולהיפך, ובזה גם שבתור ההכנה לקבלת עול תורה ומצוה, ממעטים בלימוד היסודות והעיקרים, הלכות הצריכות בחיי היום יומים, ומחליפים זה בענינים שעכ"פ אינם יסודיים, ועוד וגם זה עיקר, אשר מעולם לא נהגו בזה ואף שאמרו חז"ל אתית לקרתא אזיל בנימוסא, הנה בכל קרתא וקרתא ישנם כמה מנהגים וכו' וק"ל.

מובן שהנ"ל בא בתור הצעה והערה בעלמא, לעיון עוד הפעם מצדם האם כדאי, ואיך שיחליטו יה"ר שיהי' לטוב.
