To the Rav, distinguished Chassid* who fears Hashem and devotes

himself to communal needs, Rav Michoel (note 1: Rav M. Lipsker. See, regarding him, letter no. 7814),

I greet you and bless you,

I duly received your letter of the second day of Rosh Chodesh* Tammuz*, with the list of students that was enclosed, as well as your previous letters. Without making a vow of it, I will mention their names, at a propitious moment, near the tomb of my father-in-law, the Rebbe, whose merit protects us. You tell me, in your letter, that each Mikveh* is filled with tap water (note 2: Instead of rainwater, in Morocco). It seems that you are alluding, in the most literal sense, to water coming from the urban pipes. Without making a great matter of all this, it is therefore necessary to change the situation, little by little, either by filling the Mikveh* with rainwater, or, if rain does not fall on site, with artificial ice (note 3: See, on this subject, letter no. 2063), or by channeling a spring (note 4: Springing up near the Mikveh* to fill it).

The booklet for the festival of liberation of 12 and 13 Tammuz*, which approaches, has surely reached you. You will organize a celebration on this occasion, with the appropriate publicity, in the presence of the inhabitants of the city. You will take advantage of the opportunity to speak about what must be done, for action is paramount. With my blessing for success in your communal achievements and in your personal concerns, greeting you on the occasion of the festival of liberation,

מאשר הנני קבלת מכתבו מבדר"ח תמוז עם רשימת התלמידים המוסג"ב וכן מכתביו הקודמים ובלי נדר אזכירם בעת רצון על הציון של כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע.

ומ"ש במכתבו על ענין המקואות שנעשו שם ע"י מי ברזא, וכנראה ממכ', כוונתו כפשוטו, שמשתמשים במים הבאים מ'וואדאפראוואד!!

הנה מבלי לעשות רעש בזה, יש לשנותם מעט מעט - אם למקוה דמי גשמים, ואם אין גשמים במקומם, אולי אפשר להשיג קרח מלאכותי (איסקוסטוענע), או ע"י המשכה ממעין.

הקונטרס לחג הגאולה י"ב וי"ג דתמוז הבע"ל, בטח כבר הגיע לידו, ויסדר את החגיגה בפרסום המתאים, ובהשתתפות גם מבני העיר, וינצל את זה בענינים של פועל, דעשי' לעילא.
