By the grace of Hashem,

To our masters and leaders, the Rabbanim*, scholars who lead

their community, each in his city and in his place,

to the communal leaders, elevating the lot of the

Torah* and Judaism, in the spirit of the Tradition of Israel,

to all our brethren, the children of Israel, who cherish the Torah*

and the Mitzvos*, in every place,

may Hashem grant you long life,

I greet you and bless you,

I hereby charge the great Rav, distinguished and pleasant Chassid* who fears Hashem, devotes himself to communal needs with dedication, is a loyal member of the family, Rav Eliyahu Simpson, to visit the settlements of our brethren, the children of Israel, in order to greet them in my name and to transmit to them my blessings, to evaluate the state of Judaism, of Torah* institutions and schools, in the city, to underline what must be repaired and strengthened, according to the Tradition of Israel, and to ascertain the state of our institutions in this country, in our Holy Land, may it be restored and rebuilt, in Europe, and in Africa.

Basing myself on the verse: "I sleep, but my heart is awake," and in accordance with the interpretation given by our Sages according to which: "the heart of Israel, even in exile, is awake to all that is positive," and knowing that: "there is no good other than the Torah*, the Mitzvos*, good deeds," I am convinced that you will come to his aid so that he may concretely fulfill his mission, as well as to strengthen our institutions in these places. May Hashem grant each of us the merit of fully assuming his mission in this world, by illuminating those around him and the portion of the world that one has received as one's share, through the light and the luminaire of the love of Hashem, the love of the Torah*, the love of Israel. בזה הנני ממלא את ידו של הרה"ג והרה"ח הוו"ח אי"א נו"מ עוסק בצרכי צבור באמונה ונאמן בית וכו' מוהר"ר אלי' שי' סימפסאן, אשר יבקר את מושבות אחב"י יחיו, למסור להם פרישת ודרישת שלום בשמי ולהביא מהם פ"ש, להודע על מצב היהדות ומעמד מוסדות התורה והחינוך במחנם הט', ולעורר על דבר הדורש תיקון וחיזוק מתאים לרוח ישראל סבא, וכן לבאר מצב מוסדותינו במדינה זו, בארצנו הקדושה ת"ו, באירופא ואפריקא.

ונשען על הכתוב אני ישנה ולבי ער, ועל פי דרז"ל אשר אף בגלותא לב ישראל ער הוא לכל דבר טוב, ואין טוב אלא תורה מצות ומעשים טובים, הנה בודאי יסייעו בידו למלאות דבר השליחות פועל, וכן בהנוגע לחיזוק מוסדותינו במקומות הנ"ל.

והשי"ת יזכה את כל אחד מאתנו כולנו, למלאות תפקידו בעלמא דין על ידי שיאיר את סביבתו וחלקו בעולם באור ומאור אהבת השם אהבת התורה ואהבת ישראל.
