fears Hashem and devotes himself to communal needs,

Rav S. Y. (note 1: Rav Shlomo Yosef Zevin. See, regarding him, letter no. 7931),

I greet you and bless you,

I enclose my letter, which provides my official response to the decision you made at your meeting. I am somewhat surprised by this decision. Indeed, Rav E. Wolf (note 2: Rav Ephraim Wolf, director of the Chabad* institutions of the Holy Land) surely told you that he undertook a trip for the purpose of organizing a collection, when he was here. Rav M. Gurary (note 3: Rav Moshe Gurary, of Tel Aviv) did the same. And, you surely know the difficulties encountered by Rav Kipnis and now by Rav Havlin. Now, among them, some are seasoned fundraisers. Despite this, such is the situation.

According to the information I was able to obtain about the personality of this Rav (note 4: Who was charged, during this meeting, with the collection of funds), it does not seem to me that he is suited to be the emissary of the sages, charged with collecting funds, particularly in this country, where many are those who do so, whatever their function and their area of activity. Some of them possess several years of experience and they have become very competent, so that when one shows them out through the door, they come back through the window, with a smile and a pleasant countenance. החלטתם. כי בטח סיפר מוהר"א שי' וואלף איך שנסע לעשות מגבית בהיותו כאן, וכן הר"מ שי' גורארי'. כן בל"ס ידוע להם הקישויים שפוגש הרב קיפניס שי' ועתה הרב הבלין שי',אשר בהנ"ל יש גם מומחים למקצוע אוסף כספים, ובכ"ז הוא כנ"ל. וכפי הידיעות שיש לי ממהותו של הרב... שי', הרי לכאורה אינו מתאים כלל להיות שד"ר לאסוף כספים ובפרט במדינה זו, שנמצאים בכל מקצוע ובכל ענין כו"כ מהם, וכאלו שכבר נעשו מומחים למקצוע זה מכמה שנים, אז מען ווארפט זיי ארויס דורכן טיר קריכן זיי דורכן פענסטער ובבת שחוק וסבר פנים יפות וכו'...
